Essential Duties & Responsibilities

  • Perform on-site inspections of residential and commercial buildings and enforces all aspects of applicable building and zoning ordinances. Performs final on-site inspections of one- and two-family dwellings to enforce the adopted building codes, prior to the issuance of a Certificate of Occupancy. Interprets construction plans, sketches, maps, surveys, and legal descriptions.
  • Performs inspections and investigates nuisance code complaints. Issues citations related to violations of the building codes and related regulations as needed.
  • Serves on the City’s Technical Review Team to provide updates on building and construction projects, as well as assists in the review of development and infrastructure projects.
  • Reviews permit applications, provides written requested revisions for drawings for compliance with adopted regulations and standards, and calculates permit fees.
  • Performs on-site measurements for setbacks during the inspection process to verify compliance with city ordinances.
  • Manages minor permits, including the review of applications for completeness, communicating with applicant, communicating with other departments for which review is required, updating permit statuses in permit tracking software, issuing permits, and filing permits for record retention, as required.
  • Enforces the Dangerous Building Ordinance and makes recommendation to the BUILDS Administrator and the Building Commission.
  • Proposes revisions to the city building ordinances and codes. Maintains, updates, and creates new construction guidelines based on current adopted codes and ordinances, to provide to builders, contractors, and the public.
  • Acts as a liaison for the City with builders, developers, contractors, engineers, utility companies, and the public during all phases of construction.
  • Deals effectively and courteously with fellow employees and the public.
  • Performs other duties as assigned.
  • Important Duties

  • Attends in-service training sessions or other training sessions deemed appropriate by supervisor or department head.
  • Maintains a neat and orderly work area.
  • Minimum Qualifications

    Education & Experience

    • Must possess a minimum of two (2) years of experience in building and/or construction inspection or closely related field.
    • Education from an accredited college is preferred.

    Knowledge, Skills, & Abilities

    Must be familiar with the International Code Council (ICC) Building Codes and all regulations pertaining to job. Must have working knowledge of modern construction techniques, ability to read and interpret construction drawings, and read and interpret general City Code;
    Must be able to maintain records, prepare reports, and perform the essential functions of the job;
    Must be able to effectively communicate through written and verbal skills;
    Must have good time management skills;
    Must have good cognitive and analytical skills and be able to handle stressful situations;
    Must be able to quickly assess or judge situations;
    Must be able to make decisions under pressure in areas of responsibility.

    Special Requirements
    • Must possess a valid Missouri State Driver’s License.
    Miscellaneous Requirements
    • May be required to work a variety of shifts including nights, weekends, or holidays.
    • Subject to emergency call-in.
    • Must be a dependable person due to the small size of the work force.
    • May be subject to random substance abuse testing.
