Position: Enforcement Air Resources Supervisor I
Location: California

california air resources board's (carb) enforcement division is seeking a creative, open minded, and effective leader to manage the consumer products enforcement section (cpes). The cpes is responsible for conducting inspections and investigations for products that consumers use in their homes, schools, and workplaces. It is especially important to reduce volatile organic compounds, toxic air contaminants, and greenhouse gas emissions for products that consumers are bringing into their homes when they are already in communities impacted by outdoor emissions.

Consumer products include indoor air cleaning devices, chemically formulated products such as aerosol coating products such as aerosol paints, paint thinners, bathroom cleaners, deodorants, cleaning products, personal care products such as perfumes, and lawn and garden products. It also includes composite wood products such as plywood, particle board, medium-density fiberboard, furniture and flooring. Inspections are regularly conducted in disadvantaged communities and large chain stores to ensure as many noncompliant products as possible are removed from the supply chain.

cpes focuses primarily on collecting product samples, investigating cases where the samples collected fail testing, initiating enforcement actions where violations are found, and resolving these cases, including providing support in cases that are referred for litigation.

the air resources supervisor i is a first level supervisory position. Under the general direction of the vehicle, parts, and consumer products enforcement branch chief, an ars ii, the incumbent is responsible for planning, organizing, and directing the day-to-day sample collection, inspection, investigation, case resolution, litigation support, and other related services and activities performed by cpes staff. Additionally, the incumbent assists the branch chief with a broad range of general program and workforce management activities, including developing and reviewing legislative and budget proposals, budgeting, recruiting new staff, developing annual work plans, maintaining a balance with respect to the collection of samples and samples waiting to be tested at the lab, conducting quarterly case review meetings, completing probation and annual staff performance reviews, and preparing monthly, quarterly, and annual performance reports.

Finally, the incumbent assists the branch chief with activities involving other government agencies at the local, regional, state, federal, and international levels, non-governmental and media organizations, private industry groups, and the general public.

working conditions

this position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the california air resource boards' (carb) current telework policy. While the carb may support telework, some in-person attendance is also required.

the positions at the carb may be eligible for telework with in-person attendance based on the operational needs of the position under government code 14200 for eligible applicants residing in california, subject to the candidate meeting telework eligibility criteria outlined in the calepa telework policy and/or future program need. Employees not residing in california are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.
