OverviewThe Los Angeles County Affordable Housing Solutions Agency (LACAHSA) is charged with protecting tenants and transforming how affordable housing is financed, delivered, and preserved across Los Angeles County. Created through voter approval of Measure A and authorized by Senate Bill 679, LACAHSA is a newly established, independent public agency with jurisdiction spanning 88 cities and unincorporated areas and access to 36 percent of Measure A funding.
LACAHSA presents a once-in-a-generation opportunity to build a regional housing finance system at scale.
- Lead the agency during a pivotal phase of early implementation.
- Shape the agency’s organizational infrastructure, financial strategy, and programmatic direction.
- Design and deploy innovative financing tools, including establishing a Joint Powers Authority to expand bonding capacity.
- Guide programmatic investments across housing production, preservation, and tenant protection.
- Act as the public face of the agency, bringing political sophistication while remaining apolitical.
- Combine bold vision with operational discipline and demonstrate an unwavering commitment to equity, transparency, and ethical stewardship of public dollars while navigating complex political landscapes.
- At least 10 years of senior leadership experience in affordable housing, housing finance, community development, or a related field.
- Deep expertise in housing finance, including capital markets, bond financing, Low Income Housing Tax Credits, and innovative financing structures.
- Proven record of delivering housing outcomes through production, preservation, or protection, building organizations or programs from the ground up, and working effectively across public, nonprofit, and private‑sector environments.
- Strong ability to communicate complex financial and policy concepts clearly to diverse stakeholders.
- Bachelor’s degree in public administration, finance, urban planning, community development, or a related field required; master’s degree strongly preferred.
Salary range: $275,000 to $400,000, commensurate with experience and demonstrated leadership impact. A comprehensive benefits package is provided, consistent with senior public sector leadership roles.
