Overview

Under the direction of the Staff Services Manager II, the Analyst II will analyze and manage legislation and regulatory activities that impact the Department. The position supports the Office of Legislation and Regulations and ensures compliance with state statutes and administrative rules.

Responsibilities
  • Research, analyze, and track proposed legislation and regulatory proposals affecting the Department.
  • Assess potential impacts on programs, budget, and operations, and communicate findings to staff and stakeholders.
  • Assist in rule making processes, including drafting, reviewing, and coordinating regulatory text under the California Administrative Procedure Act.
  • Collaborate with program staff, legal counsel, and external partners to develop policy responses and track implementation.
  • Maintain accurate records and reports of legislative and regulatory activities.
Working Conditions

The role requires managing tight timelines and multiple priorities in an open-partitioned office. Under Government Code 14200, this is a hybrid in‑office/telework position subject to change. Applicants must be California residents and authorized to work in the United States. Telework agreements may be modified or cancelled at any time; commute expenses to the reporting location will be the candidate’s responsibility.

Minimum Requirements
  • Classification: ANALYST II
  • Minimum salary $6,031.00 – $7,547.00
  • Effective July 1, 2025, State employees subject to a 3% salary reduction in exchange for five hours per month of Personal Leave.
  • Must meet the Minimum Qualifications as outlined in the Classification Specification.

Desirable Qualifications
  • Knowledge of the Lanterman Act, Department programs, and regional center community services.
  • Experience with APA rule making processes and drafting regulatory documents.
  • Strong writing and plain‑language communication skills.
  • Ability to manage multiple projects, coordinate with legal counsel, and engage external partners.
  • Proficiency in Microsoft Office, Adobe, Westlaw, Zoom, and related software.
