Position Summary

Under the general supervision of an Accounting Administrator II, the incumbent supervises a group of professionals in the Local Government Policy Section. The role focuses on accounting and analytical activities related to county cost plans, field reviews, approvals, and federal cost principle inquiries.

Responsibilities
  • Supervise, plan, organize, train and direct staff tasked with gathering and organizing county cost plans for desk and field reviews of cost allocation plans submitted by California counties per Federal 2 CFR Part 200 requirements.
  • Conduct second reviews of county cost plans for compliance and accuracy of federal cost principle regulations and GAAP before submission to management for approval.
  • Develop, streamline, and maintain a cost‑plan approval process and provide supporting documentation to management for negotiation agreement review.
  • Travel up to 40 % with minimal notice to review sites and provide oversight and training on complex cost plans.
  • Oversee the review, negotiation, and approval of 58 county cost‑allocation plans in compliance with federal regulations and GAAP.
  • Meet with public officials to resolve complex cost‑plan issues with diplomacy and integrity, representing the state and federal government.
  • Evaluate staff performance, provide guidance, and motivate to solve performance and other issues.
  • Ensure administrative tasks are completed timely in accordance with policies and procedures.
  • Review outgoing correspondence for compliance with SCO protocols.
  • Conduct presentations to internal and external stakeholders.
Minimum Qualifications
  • Held the Accounting Administrator I (Supervisor) classification.
  • Meet all listed qualifications in the Class Specification for this position.
Desirable Qualifications
  • Knowledge of accounting principles and procedures.
  • Ability to lead by example and demonstrate strong work habits, self‑motivation, and a positive attitude.
  • Experience analyzing data and interpreting accounting policies and procedures.
  • Expertise providing guidance to local governments based on federal and state regulations.
  • Strong communication, negotiation, and collaborative skills across all levels of the organization.
  • Strong administrative and organizational abilities; personnel management experience.
  • Ability to adapt to changing priorities with high independence and initiative.
Working Conditions & Telework

The position is located at The Park in East Sacramento. The office offers free parking, walkable access to restaurants, and opportunities for lunch strolls. Telework is available under California Gov. Code §14200 for eligible applicants located in California.
