- Develop and implement requirements of the Cap-and-Invest Program’s Compliance Offsets Program.
- Participate as a member of high‑level technical teams addressing policy and technical issues associated with methane emission reductions via cap‑and‑trade programs.
- Implement methane projects, including Mine Methane Capture and Livestock Compliance Offset Protocols.
- Assess protocol projects, assist offset project operators with compliance and verification, and perform verification audits across the United States.
- Develop technical and statistical tools and approaches for greenhouse gas quantification, monitoring, and reporting applicable to methane reduction projects.
- Develop updates to compliance offset protocols and associated regulatory provisions.
- Evaluate and assist in the development and implementation of new protocol project types.
- Produce reports, briefing papers, speeches, and presentations; evaluate proposals and recommend solutions to climate‑change challenges.
- Serve as lead person for work groups, technical meetings, audits, and engage with industry, environmental groups, government organizations, and the public.
- AIR POLLUTION SPECIALIST classification with relevant experience.
- Background investigation clearance required prior to hiring.
- Knowledge of Cap-and‑Invest Program or other climate regulations preferred.
- Experience with methane emissions quantification and reduction efforts.
- Strong written and verbal communication skills.
- Ability to handle sensitive and confidential assignments with diplomacy.
- Self‑starting, highly motivated, and capable of working under pressure.
- Experience with CARB’s Compliance Offset Program highly desirable.
- Ability to work in a highly public setting and maintain confidentiality.
