Job Description and Duties
The Industrial Strategies Division is seeking a first‑level supervisor (Air Resources Supervisor I, ARS I) for the newly established Carbon Management Branch. The position will support California’s efforts to meet carbon neutrality as required by AB 1279, by advancing carbon dioxide removal (CDR) strategies. The ARS I will oversee staff in the section responsible for developing nature‑based CDR strategies and for setting, tracking, and reporting carbon targets for natural and working lands.
Responsibilities:
- Lead section staff in supporting the development of carbon targets for natural and working lands.
- Oversee staff conducting carbon sequestration and greenhouse gas modeling of natural and working landscapes.
- Identify improvements to existing natural and working lands models and create advanced models to better predict land‑management outcomes.
- Provide information on the carbon sequestration, GHG benefits, and ecosystem benefits (e.g., wildfire smoke reductions, habitat, water supply) of nature‑based solutions at statewide or regional scales.
- Collaborate with CARB, the AB 1757 advisory committee, and other federal, state, and local agencies to expand climate‑smart land‑management policies.
The position may be eligible for hybrid in‑office work and in‑state telework. Telework is at the agency’s discretion, based on CARB telework policy and eligibility criteria. All employees may be required to report to the headquarters location at their own expense. The work environment is a high‑rise office building with standard office equipment. Travel may be required.
Minimum Requirements- Minimum salary: $11,437.00 – $14,315.00 per month.
- New to state candidates will be hired at the minimum salary of the classification or the minimum of the alternate range when applicable.
The most competitive candidate will have:
- Excellent communication and interpersonal skills.
- Strong scientific and technical background with experience in carbon sequestration or greenhouse gas quantification or modeling.
- Regulatory experience and knowledge of CARB programs and policies related to climate change and CDR.
- Knowledge of GHG and climate change accounting and inventory tools.
- Planning and project management experience on major projects.
- Effective interaction with staff and management across CARB and other government agencies, industry, and public stakeholders.
