Human Resources Analyst III - Recruiter with The County of Riverside Human Resources Department

Riverside County Human Resources department is seeking a Senior Safety Coordinator to support the Department of Waste Resources in Moreno Valley.

This position will provide dedicated, on‑site support in administering and overseeing the Department's occupational health and safety, accident prevention, and loss control programs. The incumbent will develop safety awareness programs in collaboration with employee health, administrative and support staff; track and analyze accidents and injuries; and provide instruction and advice to supervisors and employees on accident prevention and the elimination of unsafe working conditions.

The Department of Waste Resources operates in a high‑risk environment involving hazardous materials associated with landfill operations.

The Senior Safety Coordinator will strengthen the department’s capacity to meet critical operational and regulatory objectives by ensuring consistent compliance with Cal/OSHA requirements through accurate and timely reporting, conducting thorough incident investigations with effective follow‑up, and enhancing field oversight by promoting proactive hazard identification and mitigation to reduce risk and improve overall workplace safety.

Ideal Candidate
  • Demonstrated expertise in safety management for complex operations and regulatory compliance.
  • Experience administering and overseeing safety programs related to DOT‑regulated fleet operations, including driver qualification, accident review, and compliance with FMCSR and clearinghouse requirements.
  • Safety oversight for landfill, transfer station, and heavy equipment operations, ensuring traffic control, equipment safety, and contractor compliance.
  • Leadership of Cal/OSHA inspections and management of regulatory responses, including implementation of corrective actions for high‑risk operations.
  • Primary safety advisor to department leadership on regulatory compliance, operational risk, and loss‑control strategies.
Meet the Team
  • Oversees DOT/FMCSA compliance including driver qualification files and accident investigations.
  • Serves as the primary liaison with Cal/OSHA; leads inspections, investigations, and regulatory responses.
  • Oversees injury and illness reporting requirements, such as Cal/OSHA 300 logs and Form 5020 review.
  • Investigates workers’ compensation and liability claims and collaborates with Risk Management on trend analysis and mitigation strategies.
  • Manages department safety programs including AED readiness, emergency response, and required safety training.
  • Conducts specialized safety training (e.g., forklift, CPR/AED, ergonomics) and oversees compliance with the Safety Loss Control Division requirements.
Minimum Qualifications

Three years experience in industrial or safety engineering; occupational health and safety inspection; building/construction inspection with code enforcement; or risk management, which required knowledge and application of state and federal laws relating to safety and occupational health or ADA standards, and which included identifying, evaluating, and making recommendations for the control of hazards, minimizing safety risks, and adhering to code compliance.

College‑level courses in industrial or safety engineering, occupational health and safety, or a closely related field may substitute for up to two years of the required experience on the basis of 12 semester or 18 quarter units equaling one year of experience.

Knowledge of federal, state, ADA, and other regulations relating to safety/occupational health standards, work‑site ADA and code accommodations, hazardous materials management, and underground storage tanks; methods and procedures used in inspecting and correcting unsafe, unhygienic, hazardous, and non‑compliant conditions; legal descriptions, their interpretation and application; research and investigative techniques.
