Location: California

We are seeking a detail-oriented Prevailing Wage Analyst to support payroll compliance for public works and government-funded projects. The Analyst will review payroll data, ensure compliance with federal, state, and local prevailing wage laws, and assist in certified payroll reporting. This role requires strong analytical skills, attention to detail, and collaboration with internal teams to maintain accurate and compliant payroll records.

$75,000.00/yr - $90,000.00/yr

Key Responsibilities:

Prevailing Wage Compliance & Analysis

  • Review payroll data for employees working on public projects to verify compliance with wage determinations, fringe benefits, and labor classifications.
  • Conduct routine internal audits to ensure adherence to the Davis-Bacon Act, state prevailing wage requirements, and other applicable regulations.
  • Assist in preparing certified payroll reports and validate entries for accuracy and completeness.
  • Research wage determinations, apprenticeship standards, and applicable labor regulations.

Reporting & Documentation

  • Maintain accurate records of wage determinations, certified payroll submissions, and compliance correspondence.
  • Prepare and submit certified payroll reports to government agencies, project owners, and contractors.
  • Support development and maintenance of Standard Operating Procedures (SOPs) for wage compliance and payroll reporting processes.

Data Accuracy & Systems Administration

  • Utilize payroll and compliance systems (e.g., Ceridian Dayforce, LCPTracker, Elations) to monitor and reconcile payroll data.
  • Perform data validation and exception analysis to identify and resolve discrepancies.
  • Collaborate with Payroll and HR teams to ensure accurate employee data, pay rates, and classifications.
  • Partner with Payroll, HR, Legal, and Operations teams to ensure consistent wage compliance practices.
  • Assist in responding to audit requests, employee inquiries, or project manager questions related to prevailing wage documentation.
  • Support the Prevailing Wage Supervisor in developing compliance training materials and communications.
  • Identify opportunities to improve accuracy, efficiency, and internal controls in wage compliance processes.
  • Stay current on changes in federal and state prevailing wage regulations.
Qualifications:
  • Bachelor’s degree in Accounting, Business Administration, Human Resources, or related field preferred.
  • 2+ years of experience in payroll compliance, prevailing wage administration, or government contracting.
  • Knowledge of the Davis-Bacon Act, state prevailing wage laws, and certified payroll reporting.
  • Experience with payroll/compliance systems (e.g., Ceridian Dayforce, LCPTracker, Elations, DIR uploads).
  • Strong proficiency in Microsoft Excel and data analysis tools.
  • Knowledge of FLSA, federal, state, and local wage/hour regulations.
  • Excellent attention to detail, accuracy, and organizational skills.
  • Strong communication and interpersonal skills, with a professional, customer-focused approach.
