Under the direction of the Information Technology (IT) Manager I, the IT Specialist II serves as a Senior Project Manager, leading the State’s most complex enterprise IT initiatives. This role provides strategic leadership, governance oversight, and expert guidance across Project Approval Lifecycle (PAL) initiatives to ensure projects are delivered on time, within scope, and within budget, while aligning with departmental and statewide modernization objectives.
The ideal candidate brings deep expertise in enterprise IT project management, applies Agile, Waterfall, and hybrid methodologies, and excels in vendor management, fiscal oversight, risk mitigation, and stakeholder engagement from project initiation through operational handoff.
Key Responsibilities
- Lead PAL governance activities and stage gate reviews
- Ensure compliant, well-documented decisions aligned with departmental goals and statewide priorities
- Develop and manage integrated project plans
- Oversee day-to-day execution to deliver scope, schedule, budget, and quality outcomes using Agile, Waterfall, or hybrid approaches
- Direct vendors to meet contractual obligations, timelines, and quality standards
- Manage budgets, change requests, financial analyses, and required fiscal reporting
- Build strong relationships with business and technical stakeholders
- Clearly communicate project status, risks, issues, and decisions through structured engagement
- Proactively manage project risks and issues
- Lead structured project closeout and operational handoff
- Ensure compliance with statewide policies and maintain accurate project documentation
Desirable Qualifications
- PMP, PMI-ACP, or equivalent project management certification preferred
- 2+ years leading complex PAL initiatives through all four PAL stages (or equivalent frameworks)
- 5+ years serving in a senior project management role on enterprise IT projects
- Proven expertise in Agile, Waterfall, and hybrid methodologies
- Extensive experience with IT acquisitions and procurement, including RFPs, RFIs, RFOs, and SOWs
- Experience supporting fiscal planning and statewide funding processes, including BCPs and SFLs
- Strong leadership, communication, and stakeholder engagement skills
- Demonstrated analytical, risk management, and problem-solving capabilities
- Experience working with California control agencies such as CDT, CalSTA, STP, and DOF
