Position OverviewThe Associate Governmental Program Analyst (AGPA) Digital Capacity Grant Analyst works under the direction of the Staff Services Manager I (SSM I) and collaborates with other Office leaders and staff. The AGPA supports development and implementation of digital equity grant programs, manages contracts and procurements, and provides reporting and audits for federal funding opportunities.
Responsibilities- Develop and implement digital equity grant programs.
- Support management of contracts and procurements including bid proposals, evaluation, grant audits and reimbursable services agreements, and interagency agreements.
- Prepare and gather reporting requirements on federal funding opportunities.
- Exercise judgment in supporting Administrative Grants and Procurement functions.
- Collaborate with cross‑functional teams within the Office of Broadband and Digital Literacy (OBDL) and the California Department of Technology (CDT).
- Exercise initiative, tact, and sound judgment recognizing best interests of State and CDT.
- Qualification for ANALYST II classification as specified in the Class Specification.
- Experience with State managed grant programs and federal grant budgeting.
- Experience developing draft reports for federal grants and analysis.
- Familiarity with State procurement and contracts, tracking vendor contracts.
- Ability to handle changing priorities and work under pressure within time constraints.
- Strong writing, editing, organization, analytical, written and oral communication skills.
- Proficiency with Excel, Microsoft Office, Word, PowerPoint, Word Press.
- High degree of political and emotional intelligence.
- Self‑motivator and team player with minimal supervision.
This position is eligible for a hybrid work schedule. Employees may work remotely within California subject to departmental policy and operational needs. Telework policy will subject to change; employees may be required to report to the work site a minimum of two days per week, increasing to four days per week effective July 1, 2026.
