Location:
Covington, LA. Serves as the top facilities position and manages the Center’s operations 24 hours a day, seven days a week, and 365 days a year. Hands‑on oversight of the maintenance, modification and protection of all facilities, properties and equipment to provide a comfortable, healthy and safe environment for all faculty, staff, visitors and employees.
- Recruit, train and develop staff and ensure effective performance management standards are met.
- Manage staff within Operation & Water Compliance, Plant Operations & Engineering, and General Maintenance units.
- Assist in ensuring regulatory compliance of research animal housing facilities.
- Collaborate with Tulane’s Main Campus counterparts to coordinate capital projects and facilities operations activities, and build partnership between TNPRC’s Facilities Services and Tulane’s Facilities Services.
- Integrate Facilities, Capital Projects and other departments at Tulane and build close links to the Downtown Campus where Tulane houses the Health Sciences.
- Serve as a member of TNPRC’s Strategic Planning team, guiding the TNPRC Strategic Site Master Plan and coordinating activities with design professionals and construction contractors to ensure projects are completed on time, within cost, and quality limits.
- Develop project plans, review time schedules and procedures, and provide assistance in the bidding and review process.
- Prepare grant specifications and requests, and play a major role in writing grant proposals in a timely fashion.
- Provide recommendations regarding the awarding of construction contracts.
- Resolve schedule issues, project scope changes, and budget issues.
- Excellent interpersonal skills; ability to work collaboratively with internal and external colleagues.
- Highly effective supervisory/personnel management skills.
- Excellent organizational and project coordination/management skills.
- Willingness to work evenings, weekends, and possibly holidays.
- Good computer skills: familiarity with basic Microsoft Office software applications (Word, Excel) and TMA maintenance software.

- Ability to multi‑task and prioritize work assignments.
Education and/or Experience
- Bachelor’s Degree in Facilities Management, Engineering, Construction Management, Architecture, or a related technical or administrative field.
- At least eight years of relevant experience, including experience in plant operations or utilities, oversight of a 6,000+ ton central plant, and supervisory responsibility over a large, diverse workforce.
- City of New Orleans First Class License in Boilers and HVAC.
- Active 1st class Stationary Engineers License.
- Louisiana Level 1 Water Operator License.
- Demonstrated familiarity with local, state, and federal regulations and permitting requirements related to facility construction, renovation, utility infrastructure, and environmental compliance — including DEQ, OSHA, NIH, USDA, CDC, and Fire Marshal.
- Familiarity with city, state, and federal regulations/permits involved in construction/renovation projects and operations.
- Experience working in an academic environment.
- Master’s Degree or higher in Business Administration, Project Management, Facilities Management, Engineering, Construction Management, Architecture, or a related field.
- Louisiana Department of Environmental Quality Class A/B Underground Storage Tank Operator Certification.
- EPA Universal Refrigeration Certification.
- Certified Facilities Manager (CFM) – International Facility Management Association (IFMA).
- Certified Educational Facilities Professional (CEFP) – APPA.
- Proficiency in CMMS software systems such as TMA for managing maintenance, compliance, and asset lifecycle operations.
- Louisiana Level 2 or Higher Water Operator Licenses – both potable and wastewater systems.
- Experience developing, managing, or contributing to NIH‑funded capital projects or similar federally supported infrastructure initiatives.
