Director of Neighborhood Services and Sustainability

The Town of Truckee is seeking a Director of Neighborhood Services and Sustainability to play a vital role in leading a number of the Town's community-facing programs and services. Reporting to the Town Manager and serving as a key member of the Town's executive leadership team, the Director of Neighborhood Services will serve as a Department Head with areas of oversight including housing, solid waste, sustainability, short-term rental management, and the Town's Inclusion, Diversity, Equity & Accessibility (IDEA) program.

The Neighborhood Services and Sustainability Department is the Town's newest department, responsible for leading several community-facing programs and services. The Department's work is dynamic and fast-paced with opportunity for creativity and innovation in program and service delivery. Under administrative direction, plans, organizes, manages, and provides direction and oversight for all functions and activities of the Neighborhood Services and Sustainability Department such as sustainability, solid waste, housing, short-term rentals, inclusion, diversity, equity, and accessibility; formulates departmental goals, objectives, policies and procedures, work standards, and internal controls; coordinates assigned activities with other Town departments, officials, outside agencies, and the public;

fosters cooperative working relationships among Town departments and with intergovernmental, regulatory agencies, and various public and private groups; provides highly responsible and complex professional assistance to the Town Manager in areas of expertise; and performs related duties as assigned.

Receives administrative direction from the Town Manager or designee. Exercises direct supervision over supervisory, professional, technical, and administrative support staff through subordinate levels of supervision.

This is a department head classification that oversees, leads, and participates in all activities of the Neighborhood Services and Sustainability Department, including short- and long-term planning as well as development and administration of departmental policies, procedures, and services. This class provides assistance to the Town Manager in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, Town functions and activities, including the role of the Town Council, and the ability to develop, oversee, and implement interdisciplinary projects and programs.

Responsibilities include coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives and serves as an advisor and contributor to executive management and Town Council on policies, procedures, and major Town initiatives.
