The City of Hazelwood invites experienced, forward-looking local government leaders to apply for its City Manager position. Appointed by and responsible to the City Council, the City Manager serves as Hazelwood’s chief executive and administrative officer. The successful candidate will connect strategic vision with disciplined execution, build trust across the organization and community, and translate Council priorities into measurable results.
THE POSITIONThe City Manager provides executive leadership for the City’s municipal organization, including:
- Day-to-day municipal operations and implementation of City Council policy
- Preparation and administration of the annual budget, long-range financial planning, and capital improvement strategies
- Executive oversight of public safety, public works, parks and recreation, finance, planning and economic development, code compliance, municipal court, technology, communications, and administrative services
- Implementation of the City’s Comprehensive Plan, Council priorities, contracts, development initiatives, and intergovernmental matters
- Organizational performance, workforce leadership, service delivery, technology, and continuous improvement
- Community and regional partnerships with residents, businesses, school districts, neighboring jurisdictions, St. Louis County, state agencies, and other partners

The successful candidate will bring:
- Progressively responsible municipal or public-sector leadership experience with broad administrative responsibility
- Demonstrated strength in budgeting and financial management, organizational leadership, strategic and capital planning, economic development, and public-sector service delivery
- A thoughtful approach to change, with the ability to listen and assess, establish priorities, implement practical solutions, and measure results
- The ability to empower department directors while strengthening accountability, employee engagement, collaboration, customer service, and professional development
- Exceptional communication and relationship-building skills, including the ability to provide objective recommendations and navigate differing perspectives professionally
- A visible, accessible leadership style and the ability to build productive relationships with the City Council, employees, residents, businesses, community organizations, and regional partners
A bachelor’s degree in public administration, business administration, finance, urban planning, or a closely related field is preferred. A master’s degree and ICMA Credentialed Manager designation are desirable. An equivalent combination of education, training, and experience may be considered.
Candidates should have at least five years of progressively responsible municipal or public-sector leadership experience, preferably as a city or county manager, assistant or deputy manager, or department director with broad administrative responsibility.
