Position Summary

We are seeking a Program Officer (“PO”) to serve as an embedded team member with Mid Pen Housing, a nonprofit developer, owner, and manager of high‑quality affordable housing. In this role, the PO will lead the implementation and operational management of four cornerstone programs designed to improve the health and wellbeing of Mid Pen residents.

  • Mid Pen Resident Wellness Fund – fast, flexible microgrants directly to residents that address barriers to health.
  • Staff Changemakers Fund – funds staff‑led projects that bring innovative, site‑specific health and wellness ideas to life.
  • Mobile Dental Care Program – improves oral health access by delivering high‑quality dental care directly to Mid Pen communities.
  • Food Security Program – reduces food insecurity and increases access to fresh, culturally relevant food by establishing on‑site pantries.

This position is ideal for someone who is both strategic and operational—able to manage complex programs with multiple partners while staying grounded in community‑centered values and priorities.

The PO will collaborate closely with Mid Pen Housing’s Resident Services leadership and Panorama Strategy leadership to ensure these initiatives deliver measurable impact and reflect trust‑based, equitable practices. This exempt, full‑time, limited‑term (one‑year) engagement reports to the Panorama Strategy Managing Director. The position is remote within the Bay Area, California, with weekly travel to Mid Pen Housing offices or community sites.

There is potential for renewal based on program needs and available resources.

Essential Duties & Responsibilities Program Oversight & Implementation (40%)
  • Operationalize, oversee, and continuously improve the four cornerstone programs (Resident Wellness Fund, Staff Changemakers Fund, Mobile Dental Program, Food Security Initiative).
  • Strengthen community awareness and participation by coordinating with Mid Pen staff and/or community partners to ensure programs are well‑promoted, accessible in multiple languages, and responsive to resident and staff feedback.
  • Serve as a strategic partner to site staff, translating resident feedback and frontline insights into programmatic improvements and cross‑site learning. Manage detailed workplans, budgets, and timelines across program streams, ensuring coordination, compliance, and alignment with Mid Pen’s goals.
  • Lead systems‑level analysis to identify efficiencies and process improvements that enhance resident experience and operational effectiveness. Develop and refine operational systems and tools that promote transparency, equity, and accountability in program delivery.
Grants Program Management (30%)
  • Oversee full‑cycle management of the Resident Wellness Fund and Staff Changemakers Fund, including application intake, review, and approvals.
  • Coordinate review cycles with designated Mid Pen staff and/or committee(s); synthesize recommendations for leadership approval.
