Assistant Community Manager - Affordable Housing / LIHTC

Arnold Grounds Apartment Management is seeking an experienced and highly organized Assistant Community Manager for a 352-unit affordable housing community located in St. Louis, Missouri
.

This is a fast-paced position requiring an individual with strong working knowledge of Low-Income Housing Tax Credit (LIHTC) requirements
, affordable housing compliance, resident certifications, leasing, collections, and high-volume administrative responsibilities.

Due to the size of the community and volume of resident activity, the successful candidate must be comfortable managing a heavy workload of paperwork, resident files, certifications, deadlines, and daily tenant interactions while maintaining accuracy, professionalism, and compliance.

Key Responsibilities
  • Assist the Community Manager with the daily operations of a 352-unit affordable housing community.

  • Process and maintain LIHTC resident files, annual recertifications, interim certifications, move-ins, move-outs, and required compliance documentation
    .

  • Review applications and supporting documentation to determine household eligibility in accordance with applicable affordable housing requirements.

  • Obtain and verify income, assets, household composition, and other required eligibility documentation.

  • Maintain accurate, organized, and audit-ready resident files.

  • Track certification and recertification deadlines to ensure files are completed timely and accurately.

  • Assist with leasing, applications, waiting lists, renewals, resident notices, and other administrative functions.

  • Handle a high volume of resident questions, concerns, requests, and office traffic in a professional and courteous manner.

  • Assist with rent collection, delinquency follow-up, payment arrangements, and required notices in accordance with company policies.

  • Maintain accurate information within the property management system and prepare required reports.

  • Coordinate with maintenance staff regarding resident work orders, unit turns, move-ins, inspections, and resident concerns.

  • Assist management with preparation for compliance reviews, file audits, physical inspections, and agency reviews.

  • Maintain strict confidentiality regarding resident and company information.

  • Provide support to the Community Manager and assume additional property responsibilities when necessary.

Required Qualifications
  • Minimum 2-3 years of affordable multifamily housing experience strongly preferred.

  • Strong knowledge and hands-on experience with LIHTC/Tax Credit compliance is required.

  • Experience processing annual recertifications, interim certifications, move-ins, and resident eligibility documentation.

  • Experience working at a large or high-volume multifamily community is strongly preferred.

  • Ability to manage significant amounts of paperwork and multiple competing deadlines without sacrificing accuracy.

  • Strong understanding of Fair Housing requirements and affordable housing regulations.

  • Excellent organizational, documentation, and file-management skills.

  • Strong resident relations and customer-service skills, including the ability to professionally handle challenging situations.

  • Excellent written and verbal communication skills.

  • Strong attention to detail and ability to identify missing or inconsistent documentation.

  • Proficiency with property management software, Microsoft Office, email, and electronic document management.

  • Ability to work independently while supporting the Community Manager and overall property team.

. This position requires someone who understands that affordable housing compliance involves strict deadlines, extensive documentation, accurate recordkeeping, and consistent follow-up.

Candidates must be able to effectively manage a large resident population
, maintain professional communication during challenging interactions, prioritize urgent matters, and keep resident files current and audit-ready.

Experience working at a 300+ unit affordable housing community or similarly high-volume property is highly desirable.
