Air Pollution Specialist for PEMS Testing

The Portable Emissions Measurement (PEM) Section is primarily responsible for conducting in‑use emissions testing using Portable Emissions Measurement Systems (PEMS). The PEM Section conducts real‑world emissions testing and research programs to inform the California Air Resources Board (CARB) on technical matters related to air pollution control programs and strategies involving heavy‑ and light‑duty freight transportation. The PEM Section uses cutting‑edge instruments to measure on‑road and off‑road vehicle emissions under real world driving conditions.

The section conducts in‑use, surveillance, screening, and other types of on‑road emissions testing. Analytes measured include criteria pollutants, such as nitrogen oxides; greenhouse gases, such as carbon dioxide and methane; and toxic air contaminants, such as diesel particulate matter.

This position will be responsible for duties related to conducting technically complex emissions testing and research programs. The staff may be responsible for the development and implementation of heavy‑diesel programs and regulations designed to reduce mobile source emissions statewide. Some duties include conceptualization of emissions research topics; developing test plans; procuring resources; and the identification of innovative, cost‑effective mobile source control strategies that reduce criteria and toxic air pollutants, as well as greenhouse gases.

These reductions help achieve the goals of the Diesel Risk Reduction Plan. In addition to installing, calibrating and operating PEMS, staff will manage test projects, conduct data analyses, and share findings through presentations and reports. The position will also assist with the coordination of the local air districts, U.S. Environmental Protection Agency, agencies within the state, and industry stakeholders.

Working Conditions

This position is not currently eligible for telework. The incumbent will be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense.

  • Daily use of a personal computer, office equipment, and/or telephone.
  • Must be able to move/transport various equipment weighing up to 50 pounds, with or without reasonable accommodation.
  • The work setting is a combination of an office and a vehicle shop environment. Work tasks may include working in non‑temperature‑controlled areas, around large noisy machinery, or in the field during vehicle operations.
