Senior Environmental Regulatory Permitting Project Manager – FERC at Stantec

This role focuses on permitting complex pipeline and energy projects, with opportunities to work on traditional energy projects and energy transition initiatives (Hydrogen, CCUS, CO2 transportation, Lithium, and renewables). Location is flexible with potential for remote work.

Your Opportunity

Stantec seeks an exceptionally talented individual to join our team as a permitting lead for midstream and energy projects. Our specialists cover biology, wetland science, soil science, fisheries, botany, hydrogeology, engineering, forestry, habitat and ecosystem restoration, environmental policy and permitting, and GIS. You will help clients identify opportunities and constraints within the regulatory and corporate environment, engaging with the public, stakeholders, and regulators.

Key Responsibilities
  • Provide technical leadership and project management for oil & gas midstream permitting projects (FERC-regulated natural gas or liquids pipeline projects) and energy transition projects across the US.
  • Manage permit applications and agency coordination related to Threatened and Endangered Species, Sections 404/10, Coastal Zone Management Act, and Section 106 Cultural Resources.
  • Develop and maintain positive client relationships, including seeking opportunities for new business and supporting proposal development.
  • Create technical documents and review technical documents supporting regulatory submissions.
  • Support and ensure implementation of Health, Safety and Environment (HSE) policies, procedures, standards and guidelines in project execution and coordinate with HSE professionals.
  • Collaborate with Environmental and Regulatory Specialists to ensure consistency in project execution.
  • Work as part of a larger midstream & energy permitting team with opportunities to support multiple projects and offices nationwide.
Your Capabilities and Credentials
  • Demonstrated experience managing pipeline projects; experience permitting large natural gas or liquids pipelines is critical.
  • Experience with FERC and NEPA requirements and processes, mitigation measures, and related implementation.
  • Experience managing FERC-regulated projects, including 7(b)/7(c) applications and prior notice/blanket authorization projects.
  • Experience managing resource report development for FERC-regulated projects.
  • Ability to work well under pressure, prioritize, and balance heavy workloads in a dynamic environment.
  • Strong oral and written communication skills; customer-focused to understand and respond to client needs.
  • Ability to foster and grow strong client relationships.
  • Working understanding of HSSE policies and procedures, including client-specific training as required.
  • Project and task management experience with attention to detail.
  • Builds and maintains productive professional and personal networking relationships within the technical team and Business Center.
  • Good driving record and valid driver’s license.
  • Compliance with post-employment drug and alcohol testing where lawful and required by client needs.
Education and Experience
  • Bachelor’s or higher (preferred) in Environmental Science or related field.
  • Minimum of 7+ years of work experience in a similar position.
  • Minimum of 5 years direct experience preparing, managing and authoring FERC permit applications where required by regulatory agencies.
  • Direct experience preparing and managing permit applications and agency coordination related to Threatened and Endangered Species, Sections 404/10, Coastal Zone Management Act, and/or Section 106 Cultural Resources.

Typical office environment with sedentary work; field work may include exposure to the elements.
