The Adventist Development and Relief Agency (ADRA) Somalia seeks the services of a qualified consultant or firm to develop a Mobile Learning Application for Entrepreneurship under the e-WINS Project, funded by the European Union (EU).

Develop a mobile learning application (Android and iOS) that delivers accessible, interactive, and personalized entrepreneurship training for women entrepreneurs in Somalia. The app will provide digitized, bite‑sized lessons with online and offline access and will include networking features for peer learning and business collaboration.

• Digitize the entrepreneurship and financial literacy curriculum into mobile‑friendly learning content.
• Design, develop, and integrate a user‑friendly mobile application for Android and iOS platforms.
• Conduct platform testing, hosting, and deployment (including Play Store and App Store uploads).
• Provide maintenance, system diagnostics, and technical support for 12 months post‑deployment.
• Prepare operational and technical documentation, including source code, and ensure smooth transfer of ownership to ADRA Somalia.

• Proven experience in mobile application and web‑based platform development, especially for learning or entrepreneurship purposes.
• Strong technical capacity with a multidisciplinary team (system architect, app developers, UX designer, database and security experts).
• Experience in business/financial literacy and an understanding of the Somali context, especially women’s entrepreneurship.
• Ability to provide sample work of similar digital learning solutions.

• Technical Proposal – approach and methodology, work plan, team composition and CVs, and company profile highlighting similar past projects.
• Financial Proposal – detailed cost breakdown for all assignment components (content digitization, platform integration, training, and reporting).
