The primary purpose of the Human Services Supervisor-Mental Health is to provide direct
supervision to the Agency’s Mental Health Crisis Program and Outpatient Clinic. The position is
responsible for the management of program operations, staff training and development,
quality assurance and improvement, compliance with DHS 34 for Emergency Mental Health
Services and DHS 75.50 for the Outpatient Integrated Behavioral Health Clinic. The Human
Services Supervisor-Mental Health provides clinical supervision and consultation, and
represents the Department on community coalitions, mental health related task forces, and in
meetings with private practice behavioral health providers.

ESSENSTIAL DUTIES AND RESPONSIBILITIES including the following:
The following duties are normal for this position. These are not to be construed as exclusive or

? Fulfill the role of the Program Administrator as required under DHS 34.21(4)(a) of
Emergency Mental Health Services Programs Administrative Code. This role involves
program certification including recertification, audits, maintaining insurances and
responsibility for development, oversight, and regular updating of policies and
procedures to ensure program compliance with all relevant statutes and regulations.
? Fulfill the role of the Service Director and Clinical Supervisor of the DHS 75.50
Outpatient Integrated Behavioral Health Treatment Services. This role involves Clinic
Licensing including recertification, audits, maintaining insurances and responsibility for
development, oversight, and regular updating of policies and procedures to ensure
program compliance with all relevant statutes and regulations.
? Serve as one of the agency’s Client’s Rights Specialists (CRS) to address client/consumer
complaints and grievances pursuant to DHS 94.

? Provide clinical supervision and consultation for licensed program staff and qualified
treatment trainees. This includes emergency clinical consultation to mobile crisis team
members outside of regular business hours.
? Actively develop and oversee Quality Assurance/Quality Improvement systems to
improve effectiveness and compliance of services within the Emergency Services
Program and Outpatient Clinic.
? Hire, supervise, train, motivate, evaluate, discipline, and schedule the layout of work of
personnel in the Mental Health Unit. Monitor and assure staff compliance with all
relevant departmental and County procedures.
? Review service provision procedures, policies and client records to assure compliance
with state and federal regulations and certification requirements.
? Identify client needs related to crisis stabilization and develop plans, grants, contracts,
and partnerships to ensure services are available to meet identified needs.
? Collaborate closely with the Alcohol and Other Drug Abuse (AODA) Unit to ensure
individuals with alcohol and other drug abuse (AODA) and/or Dual Diagnosis (mental
health and AODA) needs are appropriately served.
? Collaborate closely with Adult Protective Services Staff and Corporation Counsel to
ensure that consumers are appropriately served when they are under Chapter 51.15
emergency detentions, commitments, protective placements and guardian ships.
? Collaborate closely with the Children, Youth & Families Division to ensure that children's
mental health and crisis needs are met.
? Collaborate closely with area law enforcement and hospital personnel regarding crisis
and emergency detention dynamics.
? Participate in overall community planning related to crisis services in conjunction with
the Human Services Supervisor-AODA, Human Services Director, Clinical Director, and
other Human Services management staff.
? Support Administrative Unit Billing Staff in program compliance with Medicare,
Medicaid, and Commercial Insurance requirements; including required credentialing,
training, and documentation.
? Assist other Behavioral Health Programs with supervisory coverage and staffing issues.
? Establish and maintain effective working relationships with other unit supervisors, the
general public, community resources, county and governmental officials.
