Duties Job OverviewThis position resides in the Property Assessment Division of the Department of Revenue. Duties include appraisal reviews for residential, agricultural, forestland, and commercial properties. Conduct property reviews, discoveries, data research, field appraisals, and inspections to determine the final valuation of properties. Analyze, assess, and classify land uses for all property types. Assist with specification, calibration, and benchmarking of models, sales comparisons, and property characteristics.
Support ongoing program operations and activities. Respond to taxpayer inquiries and explain appraisal activities. Provide dispute resolution and participate in appeal hearings. The position does not supervise other staff.
- Conduct property searches and discoveries to identify appraisal needs and priorities.
- Review tax records, land use, improvements, valuation documents, and other information.
- Identify properties for appraisal review.
- Research and analyze property characteristics such as site and improvement data, sanitation regulations, zoning, planning, irrigation rights, covenants, deed restrictions, depreciation schedules, capitalization rates, construction costs, and related considerations to estimate the impact on property values.
- Conduct field appraisals, site inspections, and sales comparison to identify valuation factors.
- Collect data required for maps, plats, and sketches used in appraisals.
- Document professional assumptions and limiting conditions.
- Determine appropriate appraisal methods (sales comparison, abstraction, capitalization, etc.) for residential, agricultural, forestland, and commercial properties.
- Verify information in title and ownership data, inspection reports, market models, and other sources to determine final values.
- Classify properties according to primary use for all property types.
