Under supervision, performs accounts receivable, data entry, billing, connection fee computation, and customer contact work supporting customer service; performs other duties as required.
CLASS CHARACTERISTICSThis is an entry-level role in the Customer Service series, providing general support. It involves less program knowledge and independent judgment than higher levels and does not include field inspections. Work is supervised and follows established procedures.
- Handles accounts receivable, data entry, utility billing, connection fees, and general office tasks including typing, filing, proofreading, recording, answering phones, and assisting the public.
- Receives payments, makes change, issues receipts, balances cash, processes mail payments, prepares deposits, and manages daily bank deposits.
- Inputs and processes information in automated systems, updates account statuses, and manages mail.
- Acts as receptionist, screens calls and visitors, responds to inquiries, and directs complex questions appropriately.
- Explains billing policies, composes routine correspondence, and interacts with agencies for account setup and updates.
- Coordinates with county recorder, title companies, engineers, and others on property matters; processes property transfer records.
- Performs plan checks for residential and commercial structures; issues permits and adjusts billing as needed.
- Prepares and monitors assessments, notices, and lien filings; conducts research on system usage and rate schedules.
- Maintains customer and account files, arranges reproduction of materials, orders supplies, and prepares reports.
- Performs audits of customer accounts and other related duties.
Knowledge of:
- Financial record keeping, mathematics, business correspondence, filing, receptionist techniques, agency policies, relevant codes, billing procedures, and office equipment.
Ability to:
- Pass physical exam, operate office equipment, interpret policies, follow directions, work in a team, calculate fees, maintain accurate records, interpret property documents, make decisions, and communicate effectively.
Education and Experience:
Equivalent to high school plus coursework in office practices, accounting, or related fields; two years of relevant experience.
Licenses or Certifications: Valid California driver’s license and insurability, or approved alternative transportation.
PHYSICAL DEMANDS- Standing, walking, lifting, manual dexterity, visual, hearing, and speech requirements detailed.
Office environment, moderate noise, controlled temperature, interaction with upset staff/public, no hazardous substances.
