IT Project Manager
Overview
FWI is building a team to administer, maintain, secure, and accredit the Defense Language Institute Foreign Language Center (DLIFLC) Academic Network, which provides the IT environment for 100% of DLIFLC teaching and instruction for all students, staff, faculty, and guests. This position will serve as the Government's Agile methodology champion and project facilitator, bridging development teams, stakeholders, and IT operations to ensure successful project delivery.
The Project Manager will coach and mentor agile practices, guide development teams into self‑organized and effective units, document functional requirements and user stories, manage competing priorities, and ensure the military language training community benefits from well‑executed IT projects that continuously improve their educational technology environment.
This full‑time on‑site position will work Monday through Friday, 7:45 am to 4:45 pm at the Presidio of Monterey in Monterey, CA.
Responsibilities- Uphold, defend, coach, and mentor sound Agile practices and values
- Guide development teams into self‑organized, effective units with sustainable cadence
- Identify, understand, and document functional requirements and user stories
- Facilitate the complete life cycle of projects with competing priorities and multiple stakeholders
- Apply Waterfall and Agile techniques including User Stories, ATDD, TDD, and Continuous Integration
- Implement Continuous Testing, Pairing, and Automated Testing methodologies
- Establish minimum viable product requirements and groom the product backlog
- Manage Change Management processes across IT projects
- Provide comprehensive monthly reports addressing progress and status of each PWS deliverable
- Ensure reports are complete, accurate, informative, and timely
- Include contract/task order number, company name, report dates, and deliverable status in all reports
- Document efforts for current reporting period and projected efforts for next period
- Identify problem areas and significant actions in status reports
- Submit monthly reports by the 10th business day of each month
- Collect and summarize support requirements, project statuses, and priorities weekly
- Maintain SharePoint dashboard for summarized system/process requirements
- Present weekly status updates to COR (currently Tuesdays at 2:00 PM)
- Record and maintain meeting notes in standard Army memorandum format
- Track milestones, timelines, suspenses, and next events for all projects
- Coordinate with IT teams to ensure documentation repositories are properly maintained
- May be required to travel (CONUS/OCONUS)
- BA/BS from accredited college/university with minimum 5 years experience OR AA/AS with minimum 7 years experience OR 9+ years experience with Project Management
- Requires one of the following certifications: CCNA Security, CySA+, GICSP, GSEC, Security+ CE, or SSCP
- Scrum Master Certification (CSM or PSM)
- Knowledge and/or experience with widely successful Waterfall and Agile techniques:
User Stories, ATDD, TDD, Continuous Integration, Continuous Testing, Pairing, and Automated Testing - Experience with project planning and facilitating the complete life cycle of projects with competing availability, priorities, and multiple stakeholders
- Secret level security clearance
