Working within one of four designated regional districts in the state alongside three other environmental analysts, primary job duties include:

  • Providing technical and analytical review of State Stormwater Discharge Permits, specifically under the Construction General Permit (CGP), Individual Construction Permit (INDC), and Multi-Sector General Permit (MSGP).
  • Conducting technical reviews, providing design guidance, and offering in-field education and outreach for erosion prevention and sediment control (EPSC) at construction sites.
  • Delivering similar technical assistance, education, and in-field support for industrial facilities and sites covered under the MSGP.
  • Ensuring compliance with applicable stormwater regulations by overseeing inspections, tracking reporting requirements, and contributing to enforcement actions.
  • Representing the Section as needed in public hearings, administrative meetings, and legal proceedings.
  • Keeping general permits, technical guidance documents, and regulatory forms up to date and legally sound.

Responsibilities
The position serves as a technical lead within the Section, managing core regulatory, compliance, and outreach operations across an assigned regional district while collaborating closely with three other environmental analysts in the Section.

  • Perform advanced reviews of state stormwater discharge permits, evaluating complex engineering plans, EPSC plan sets, stormwater pollution prevention plans (SWPPPs), and site designs under the CGP, INDC, and MSGP to ensure full alignment with state water quality standards.
  • Offer direct, in-field support, technical design guidance, and outreach to developers, contractors, and municipal partners regarding EPSC practices at active construction sites within the assigned district.
  • Evaluate industrial stormwater controls and provide on-site technical guidance to help industrial facilities meet permit requirements.
  • Ensure compliance with construction and industrial stormwater regulations by conducting or overseeing field inspections, tracking reporting, investigating non-compliance issues, and actively contributing to enforcement actions.
  • Identify and implement improvements to internal program workflows, review procedures, and inspection protocols to increase overall efficiency and consistency.
  • Ensure that general permits, guidance documents, and regulatory forms remain accurate, current, and aligned with environmental standards.
  • Serve as an expert witness or technical representative for the Section in public hearings, administrative meetings, and formal legal proceedings, as needed.
