Position: Pre-Construction Manager / Gestionnaire de Pré-construction
Location: Mount Royal

Overview:

Reporting directly to the Director of Construction, the Pre-Construction Manager is responsible for leading and managing all pre-construction activities from initial concept through to the start of the project. This role ensures that projects are properly scoped, budgeted, scheduled, and de-risked prior to construction, while aligning client expectations, design intent, and execution strategy. The Pre-Construction Manager acts as the key liaison between clients, design teams, consultants, and internal project teams to deliver accurate, competitive, and executable project plans.



Key Responsibilities:


Pre-Construction Leadership:

  • Lead the pre-construction phase for multiple projects simultaneously.
  • Develop and manage project budgets, cost plans, and estimates at all design stages (concept, schematic, DD, CD).
  • Establish project schedules, milestones, and phasing strategies.
  • Identify risks, constraints, and opportunities early in the process.

Estimating & Cost Management:

  • Prepare detailed cost estimates and quantity take-offs.
  • Solicit and evaluate subcontractor and supplier pricing.
  • Conduct value engineering exercises while maintaining design integrity.
  • Monitor cost evolution throughout design development and ensure alignment with client budgets.

Design Coordination:

  • Collaborate with architects, engineers, and consultants to ensure constructability.
  • Review drawings and specifications for completeness, accuracy, and coordination.
  • Provide technical input on materials, systems, and construction methodologies.
  • Ensure alignment between design intent and budget constraints.

Procurement Strategy:

  • Develop procurement plans, including packaging and bid strategies.
  • Identify long-lead items and critical procurement risks.
  • Prequalify subcontractors and suppliers.
  • Manage bid processes, leveling, and recommendations.

Client & Stakeholder Management:

  • Act as primary point of contact during pre-construction phase.
  • Present budgets, schedules, and project strategies to clients and stakeholders.
  • Provide clear, proactive communication on risks, changes, and opportunities.
  • Build and maintain strong client relationships.

Handover to Construction:

  • Ensure complete and accurate turnover to the construction team.
  • Prepare scopes of work, tender packages, and contract documents.
  • Align project team on budget, schedule, and execution plan.
  • Support project startup and early construction activities.

Qualifications &

Experience:

  • Bachelor’s degree in Construction Management, Engineering, Architecture, or related field.
  • 8-15+ years of experience in construction, with strong emphasis on pre-construction and estimating.
  • Experience in commercial, retail, or high-end residential construction preferred.
  • Strong knowledge of construction methods, materials, and pricing.

  • Excellent communication and presentation skills.
  • Ability to manage multiple projects under tight deadlines.

Skills:

  • Proficiency in estimating software (e.g., Procore, Plan Swift, Bluebeam, Excel).
  • Strong working knowledge of construction drawings and specifications.
  • Familiarity with project scheduling tools (e.g., MS Project, Primavera).

  • Ability to accurately predict and control project costs.
  • Early identification and mitigation of risks.
  • Strong alignment between design, budget, and execution.
  • Smooth transition from pre-construction to construction.

Reporting Structure:

  • Reports to:

    Director of Construction.
  • Works closely with:
    Project Managers, Site Superintendents, Estimating Team, Finance, and External Consultants.
