The RoleReporting to the President and CEO, the Vice President (VP) Digital Health & Chief Information Officer (CIO) is a member of the senior executive leadership team with both strategic and operational accountability and plays a key role in advancing the future vision and values of Newfoundland and Labrador Health Services. The VP Digital Health & CIO will provide leadership to support the integration and the alignment of information technology and information management practices across the provincial health authority.
This role provides strategic and operational leadership to enable the development and delivery of health programs and services that are based on a provincial standard of care and are integrated, efficient, sustainable, high quality, safe, and responsive to the needs of the people of Newfoundland and Labrador.
The VP Digital Health & CIO has provincial responsibility for the following areas:- Privacy, Access to Information, and IT Security
- Cor Care Enterprise Systems
- Virtual Care
- Health Information System Infrastructure
- Information Technology
- Health and Corporate Information Management
- Data and Information Services
In addition to providing overall digital health leadership, the VP Digital Health & CIO provides strategic business direction and ensures the appropriate collection, maintenance, safety, and privacy of patient health records to meet the evolving needs of clinicians, staff, and clients. This role aligns information technology objectives and programs across the organization, provides leadership to relevant departments, assesses current and future technology needs, and communicates strategic recommendations regarding operations, implementation, and security to senior leadership.
The VP Digital Health & CIO is responsible for advancing a comprehensive and integrated provincial data governance model, including a clear vision for how data will be used to improve health and social systems in a transparent and accountable manner. This includes establishing internal standards and policies for how data is collected, stored, accessed, used, and disposed. The role also ensures appropriate cybersecurity and privacy measures are in place to prevent, identify, and mitigate risks across internal and vendor environments and that all digital systems and practices comply with applicable policy and regulatory requirements, including those governing the protection of personal information under the Access to Information and Protection of Privacy Act (ATIPPA, 2015) and personal health information under the Personal Health Information Act.

A key priority of this role is providing strategic and executive oversight for the evolution of Cor Care. This includes driving interoperability and integration initiatives, supporting organizational change, and ensuring the system delivers intended clinical and operational outcomes.
Requirements of the Role:
The successful candidate will have demonstrated experience as a senior administrator, strategist, and policy leader, with strong communication skills and the ability to build effective relationships with internal and external partners. They will bring a high degree of integrity, sound judgment, and the ability to lead and support organizational change in a complex environment.
The ideal candidate will have a minimum of seven (7) years of experience in a senior leadership or executive role with responsibility for implementing and sustaining complex health system applications. A Master's Degree required in an applicable field. Strong understanding of health informatics, privacy, cybersecurity, digital health trends, risk management, project management, and information technology governance is required.
