PositionSummary
The Regional Health and Safety Specialist, Québec is responsible for leading the implementation, maintenance and continuous improvement of the health and safety management system across Québec operations. This position provides strategic and technical leadership to Division and facility leaders, Health & Safety Advisors and Joint Health and Safety Committees to ensure compliance with applicable legislation, company standards and recognized management-system requirements.
The role leads risk-reduction initiatives, serious-incident investigations, compliance and system audits, training programs, regulatory monitoring and performance analysis. The incumbent will engage with operations, Human Resources, Environment and Corporate leadership to strengthen safety culture, prevent injuries and ensure consistent execution of health and safety strategies across the organization.
This position requires a visible field presence, sound professional judgment and the ability to influence leaders at all levels. The incumbent will also report health and safety performance, emerging risks, significant projects and improvement opportunities to senior and executive leadership.
Key Responsibilities 1. Health and Safety Management System Leadership- Lead the development, implementation, maintenance and continuous improvement of health and safety programs, procedures and standards across assigned Québec facilities.
- Ensure programs and procedures align with company policy, applicable federal and provincial legislation, and recognized health and safety management-system requirements.
- Provide strategic direction, technical expertise and coaching to Health and Safety Advisors, facility leaders and operational teams.
- Serve as a subject matter expert and primary resource for health and safety standards, risk controls, compliance strategies and continuous improvement initiatives.
- Promote consistent application of the health and safety management system across facilities while supporting site-specific operational requirements.
- Participate in and approve the Management of Change process to assess health and safety risks, verify compliance with established standards and recommend appropriate controls before changes are implemented.
- Lead investigations of serious injuries, high-potential incidents and significant events in collaboration with facility management and Health and Safety Advisors using approved root cause analysis techniques.
- Ensure investigations identify underlying and root causes, effective corrective actions and sustainable prevention measures.
- Review and analyze incident reports to identify trends, recurring exposures and opportunities to reduce incident frequency and severity.
- Develop, lead and monitor strategic initiatives designed to prevent injuries, improve risk controls and strengthen safety performance.
- Evaluate the effectiveness of corrective and preventive actions and verify their timely and sustainable implementation.
- Analyze health and safety data to identify trends, emerging risks and opportunities for improvement, and translate findings into actionable strategies.
- Plan and conduct compliance, program and management-system audits at Stella-Jones facilities.
- Assess facility performance against legislative requirements, company standards and applicable audit protocols, including COR and ISO-based systems.
