Grand Forks AFB (Grand Forks, ND)

• Oversee all aspects of construction projects, from planning to execution and closeout.
• Manage project plans, schedules, and budgets.
• Coordinate with architects, engineers, and contractors to ensure milestones are met and act as main point of contact for clients and stakeholders.
• Review contract documents for schedule compliance and reasonability.
• Identify risks and develop mitigation strategies; ensure compliance with legal and regulatory requirements.
• Implement quality control; conduct inspections and audits.
• Review and analyze contractor plans and technical submittals for approval (including progress schedules, environmental, safety and quality control programs, certifications and shop drawings).
• Prepare correspondence regarding contractor performance, REAs, RFIs, and other technical issues.
• Assist with hosting site visits and giving presentations to owner’s representatives.
• Provide guidance, mentoring, and training to team members; oversee contract negotiations, administration, and compliance; resolve disputes and issues.
• Monitor progress, advise Resident Engineer, COR, and project team of slippage or delay.
• Prepare partial and final payment estimates (measurements, pay item calculations, material verification, and lump sum percentages).
• Produce monthly project reports showing status and updates.
• Participate in contract modification process; assist in scope of work for RFPs, prepare government estimates, review contractor proposals, and prepare modification documentation.
• Attend and participate in meetings with customers and contractors.
• Perform other duties as assigned.

• Bachelor’s degree in Engineering, Construction Management, Architecture, or related field.
• Minimum 10 years construction project management experience.
• PMP certification preferred.
• Experience with federal construction projects, especially USACE, preferred.
• Strong background in project management to lead and motivate teams.
• Strong interpersonal and presentation skills.
• Ability to create presentation materials and deliver electronically.

Must be a U.S. citizen and pass a federal background review and drug screen.
