The Infrastructure Development Planner is responsible for the strategic planning, project development, and administration activities for water, wastewater, and transportation infrastructure initiatives in the Gateway Region and facilitating the Regional Transportation Committee and Regional Water Management Council. The Planner collaborates with the Disaster Recovery Planner, the Associate Director of Economic Development, and coordinates the collection, review, and management of water, wastewater, and transportation infrastructure asset databases with the GIS staff.
GeneralDuties And Responsibilities
WMC Coordination
- Facilitate quarterly Water Management Council meetings;
- Initiate water and wastewater planning activities;
- Coordinate project identification, development, and prioritization;
- Complete additional tasks issued by the Kentucky Infrastructure Authority and/or Kentucky Division of Water.
- Schedule annual visits and collect spatial and non‑spatial water and wastewater system data;
- Review, correct, and update spatial and non‑spatial water and wastewater system data;
- Coordinate GIS updates with GIS staff;
- Develop and update project profiles.
- Program administration;
- Facilitate public involvement and the Regional Transportation Committee;
- Update and analyze the regional transportation asset data;
- Project identification, data review, and development.
- Review existing county road and city street centerline data with local elected officials;
- Identify corrections and updates;
- Coordinate updates with local elected officials;
- Collect paperwork and supporting documentation;
- Collect GPS centerline data.
- Research potential funding sources;
- Develop proposals to meet the goals and standards of funding sources;
- Compose and package funding applications/proposals;
- Maintain records of application submittals.
- Manage project schedules and funding administration activities;
- Communicate with stakeholders and clients;
- Maintain project documentation and records;
- Create and maintain project budgets;
- Ensure all required forms, documents, certifications, submittals, and reporting are completed.
- Involves any other tasks and technical assistance needed to support the planning and project development needs of the Gateway counties and cities.
- Education:
Bachelor’s degree or higher in government, history, geography, business administration, public administration, or other related field required. - Certification and Training:
Valid Driver’s License required. CDBG Project Administrator Certification must be acquired and maintained after hiring. The employee will be expected to attend professional development trainings related to specialties. Any classes, training, or certifications related to water, wastewater, and/or transportation infrastructure, strategic planning, or project management, preferred, but not required. - Experience:
Entry‑Intermediate Level Position. Two (2) or more years of related experience and/or related internship preferred.
Sit for extended periods of time; stand and walk for extended periods of time; reach, stoop, crouch, and bend; fine motor skills; operate a vehicle; ability to lift and carry 30 pounds; GPS field collection in urban and rural areas.

Availability and TravelNormal business hours; nights/weekends for special events/training/local meetings; regular travel within region and state; occasional travel outside of the state; multi‑day trips possible.
