Grade 1; salary range starting at $17.20 /hour
Position SummaryWorks under the direction of the Streets & Right of Way Superintendent, the Deputy Director of Engineering & Public Works, and at times the Crew Leader. The laborer is responsible for performing tasks required to maintain and repair asphalt and concrete surfaces, clean road ditches and sidewalks of debris, maintain ROW, and clean roadways of snow and ice during winter months.
May perform duties requiring some minimum skill in carpentry, masonry, pipe laying, and other learned traits; operates light equipment 3 ton or less. This position does not require a CDL and would not be eligible to operate dump trucks and snowplow spreader trucks.
- Performs various manual labor tasks required to maintain and repair city streets (e.g., shoveling materials, loading/unloading trucks, operating handheld power tools and equipment).
- Performs tasks related to paving, concrete, and excavation/filling.
- Operates light equipment such as farm or lawn tractors, rubber tire front end loaders, gas‑powered asphalt roller, chainsaw, forklift, manual rollers, tamper, shovel, pick, light‑duty trucks, and other equipment smaller than three (3) tons.
- Cleans street ditches, culverts, sidewalks, right of ways, and curbs of leaves, garbage, trees, tree limbs, and other debris including encampments using shoveling, leaf blower, rake, and broom.
- Performs installation and maintenance of various street signs, markers, lines, thermoplastic, etc. to ensure safe, efficient flow of traffic and pedestrians.
- Works to treat city streets for snow and ice using both snow and ice removal equipment and hand‑held tools (may operate a truck with plow, does not require CDL, would not be allowed to operate any CDL truck).
- Helps prepare right‑of‑way and areas for special events.
- Participates in on‑call rotations for emergency responses, storm and snow events.
- Cleans equipment and tools used during the workday.
- Cleaning bathrooms, removing trash, cleaning offices and vehicles, cleaning windows. Any and all basic custodial duties as directed by the Superintendent.
- Promotes an image of professional, courteous service as a representative of the City of Morgantown.
- Employee encounters occasional contact with other departments and the general public.
- Maintains paperwork, work orders, and other items as needed and assigned by supervisor, describing materials, equipment, and personnel used during the day.
- Performs duties as assigned by supervisors orally or in writing in a timely fashion.
- Wears all PPE required for a job and follows all safety policies.
- Employees will use computers and other equipment to receive/send communication, submit timesheet, request vacation, complete required training, and more.

Physical Requirements
- Regular exposure to physically demanding, unpleasant, strenuous, or hazardous elements such as inclement weather and operating heavy equipment.
- Majority of shift using equipment and performing tasks requiring repeated bending, crouching, stooping, stretching, or crawling; occasional elevated work spaces; unaided lifting of up to 51 pounds.
- Time spent in city facilities, occasionally outdoors, or in a vehicle; daily conditions include odors, fumes, dust, dirt, noise, vibration; variations with precipitation and seasonal changes.
