You’ll be part of the Strategic Transport team within the Transport and Environment Directorate. The team develops and delivers transport policy, strategy and projects across the county, working closely with councillors, communities, government departments and external partners.

We’re looking for a motivated professional with a strong understanding of transport planning and policy, excellent communication skills, and the ability to work collaboratively with stakeholders at all levels. You’ll need to be confident managing projects, programmes, budgets and contracts, and skilled at presenting technical information clearly.

Based at County Hall, Morpeth, with hybrid working arrangements (home/office/site visits) and occasional evening meetings.

You will:
  • Lead the development of transport strategies, policies and evidence that support the Council's ambitions.
  • Provide expert advice on strategic transport issues, infrastructure investment and emerging policy to senior officers, elected members and partners.
  • Develop business cases, funding bids and investment proposals, securing resources for transport improvements across the county.
  • Manage the development and delivery of major transport programmes and capital schemes, ensuring investment delivers lasting benefits for residents, communities and businesses.
  • Build strong partnerships with key stakeholders to support the successful delivery of strategic transport initiatives.
  • Support and develop other transport professionals, promoting a collaborative and high-performing approach to service delivery.

This role is offered on a 2 year fixed term contract and is central to how the Council develops delivers programmes that enhance quality of life across Northumberland.

You’ll be an experienced transport professional who can translate policy into delivery, influence decision-making and manage complex programmes.

You’ll bring:
  • A degree or equivalent qualification in a transport, planning, engineering or related discipline.
  • Significant experience of developing and delivering transport strategies, policies, programmes or projects
    .
  • Strong knowledge of transport planning, transport policy, highways legislation and infrastructure delivery processes
    .
  • Experience of managing programmes, projects, budgets and resources to deliver successful outcomes.
  • The ability to build effective partnerships and influence stakeholders across local government, public sector organisations and external agencies.
  • Excellent communication, analytical and problem-solving skills, with the confidence to provide clear professional advice on complex transport issues.
  • Experience of leading, supporting and developing professional teams
It would be great if you also have:
  • Membership of a relevant professional body such as CILT, CIHT or TPS.
  • Experience of working in local government or a similar public sector environment.
