About the role

Northumberland County Council is undergoing a major transformation to modernise how we work, strengthen leadership, and create a modern, inclusive, and high‑performing organisation that puts residents first. This role is part of the redesign of our Organisational Development & Culture (OD&C) service and focuses on driving digital change across the organisation.

Responsibilities
  • Lead and support readiness for digital transformation, translating organisational priorities into practical, user‑centred solutions.
  • Design and deliver digital capability and adoption solutions, often around Microsoft
365 and other smart digital products.
  • Use campaigns, communication, learning, and practical support to increase adoption of digital products and help colleagues work more efficiently.
  • Diagnose organisational and behavioural challenges and collaborate with leaders to shape evidence‑led solutions that build capability and embed new ways of working.
  • Connect digital enablement with OD practice, ensuring solutions are relevant, applied, and aligned to organisational priorities.
Qualifications
  • Experience supporting digital adoption and building workforce confidence in digital tools.
  • Strong understanding of the digital workplace (e.g., Microsoft
    365) and its role in modern ways of working.
  • Practical, user‑centred approach to helping colleagues adopt and sustain new ways of working.
  • Experience designing and delivering digital capability or adoption solutions.
  • Confidence supporting behaviour change and addressing barriers to digital adoption.
  • Ability to translate organisational priorities into practical, accessible solutions that improve how people work.
  • OD Generalist Foundation – strong organisational development foundation alongside digital skills expertise.
Benefits
  • Opportunity to help build a modern, agile OD service from the ground up.
  • Visible, meaningful OD work with senior sponsorship.
  • Space to practice OD well with clarity, boundaries, and support.
  • Local government benefits: 26 days annual leave plus public/bank holidays, rising to 31 days after 5 years of service (pro‑rated for part‑time employees).
  • Automatic enrolment into the Local Government Pension Scheme.
  • Flexi scheme (if applicable) – up to 2 days flexible leave available per month (pro‑rated for part‑time employees).
  • Hybrid working with requirement to attend County Hall regularly and support services areas in person when needed.
