Position: PROGRAM ELIGIBILITY SPECIALIST I

Program Eligibility Specialist I – State of Arkansas

The Department of Human Services (DHS) is dedicated to serving Arkansans of all ages and ensuring safe community environments such as child care centers and nursing homes. As a Program Eligibility Specialist I, you will play an essential role in determining client eligibility, coordinating services, and preparing recommendations in compliance with state and federal regulations.

Job Overview

The Program Eligibility Specialist I works under general supervision to determine eligibility for state-administered assistance programs. This position requires strong attention to detail, excellent communication skills, and the ability to handle multiple cases while meeting deadlines.

Key Responsibilities
  • Review and process applications for state assistance programs following established policies.
  • Verify applicant information (income, assets, residency, household composition) and maintain accurate case records.
  • Ensure timely application processing and follow up with applicants to gather required documentation.
  • Assist in monitoring ongoing eligibility and renewal processes for program participants.
  • Provide clear and professional communication to applicants regarding eligibility requirements, application status, and program benefits.
  • Respond to inquiries and resolve concerns related to eligibility and program participation.
  • Educate applicants on available resources and services to support their needs.
  • Identify potential discrepancies or inconsistencies in applications and, when necessary, refer cases for further review.
  • Maintain confidentiality and security of sensitive applicant data in accordance with state privacy laws.
  • Prepare reports and summaries as needed for internal review and audits.
Knowledge and Skills
  • Ability to assess applicant information and apply program guidelines accurately.
  • Strong attention to detail when reviewing documents and entering data.
  • Proficiency in basic computer applications and case management systems.
  • Ability to explain complex policies to applicants understandably.
  • Competence in preparing, presenting, and reviewing oral and written information.
  • Capacity to prioritize tasks, handle multiple cases, and meet deadlines.
  • Analytical skills to determine solutions to application issues.
Minimum Qualifications
  • Bachelor's degree in psychology, sociology, or a related field, or an equivalent combination of education and experience.
  • At least one year of experience in customer service, administrative support, case processing, or a related field.
  • Valid Arkansas driver’s license.
Preferred Qualifications
  • Some travel, including overnight stays.
  • Physical ability to lift up to 20 pounds, stoop, bend, and sit for extended periods.
  • Extensive computer work using Microsoft Office Suite.
  • Excellent verbal and written communication skills.
Special Requirements
  • Position is FSLA exempt; overtime is not compensated.
  • Must be able to work within a telephone system and use clear enunciation.
