STV is seeking an Alternative Delivery Highway Director for our Charlotte/Morrisville, NC Locations. The successful candidate will be responsible for overseeing the planning, execution, and delivery of alternative delivery projects. This role requires a strategic thinker with a proven track record in highway design/production, project management, strong leadership abilities, and excellent communication skills. The ideal candidate will have experience in delivering/managing complex projects, ensuring alignment with organizational goals, and delivering results on time and within budget.

Key Responsibilities
  • Oversee and implement design/plan production tasks for a team of roadway engineers delivering alternative delivery projects and assisting in design bid build delivery when needed.
  • Maintain/Develop/Establish relationships with design-build partners including contractors and engineering firms; assist in design-build pursuits including strategic pursuit planning, stakeholder outreach, proposal development, and project management execution.
  • Strategies, including project scope, timelines, resource allocation, and risk management plans to achieve desired outcomes.
  • Team Engagement:
    Collaborate with cross‑functional teams, including finance, engineering, operations, and external partners, to ensure effective communication and coordination throughout the project lifecycle.
  • Performance Monitoring:
    Establish and track key performance indicators (KPIs) to measure project success, identifying areas for improvement and implementing corrective actions as necessary.
  • Budget Management:
    Oversee project budgets, ensure accurate forecasting, tracking of expenses, and adherence to financial constraints.
  • Process Improvement:
    Identify opportunities to enhance program management, processes, methodologies, and tools to optimize efficiency and effectiveness.
  • Reporting:
    Prepare and present regular progress reports to senior management and stakeholders, highlighting achievements, challenges, and solutions.
  • Mentorship:
    Provide guidance and mentorship to junior program managers and team members, fostering a culture of professional development and knowledge sharing.
  • Develop and maintain client, stakeholder, and teaming partner relationships.
  • Drive the business analysis for the growth of new and existing markets and clients.
Required Qualifications
  • Bachelor’s degree in Civil Engineering.
  • 8+ years of experience in highway design and plan production in NC with preference to alternative delivery.
  • Proven track record of successfully managing complex projects and programs in a fast‑paced environment.
  • Strong knowledge and experience using Open Roads, Geopak and similar software.
  • Strong knowledge of program management methodologies, tools, and best practices.
  • Exceptional leadership, communication, and interpersonal skills, with the ability to influence and engage stakeholders at all levels.
  • Proficient in project management software and tools (e.g., Microsoft, MS Project or similar).
  • Strong analytical and problem‑solving skills, with a keen attention to detail.
  • Experience in budget management and financial forecasting.
  • Ability to work independently and as part of a collaborative team.
  • Demonstrated and sound decision‑making, strategic and visionary thinking across a multi‑disciplined practice.
  • Solid understanding of current and emerging technical trends that affect the professional highway design services business.
  • Proven track record of developing a culture of safety and ability to abide by company’s health, and safety policies.
  • Proven ability to stay focused under pressure, demonstrating resilience in challenging situations.
