Job SummaryThe purpose of this position is to plan, direct, and oversee the operations and staff of the Program Management and Engineering Department, which includes: planning, designing, and constructing of the CCWA water, wastewater, and stormwater assets and treatment facilities; developing and managing of the CCWA Strategic Master Plan; developing and maintaining the geographic information system (GIS) and computerized maintenance management system (CMMS);
directs asset management; and surveying, designing, planning review, construction managing and inspecting activities.
- Manages, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
- Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives and goals; ensures that assigned employees have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; assists in moving project forward; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management;
assists with complex problem situations; and assists with the revision of procedure manuals as appropriate. - Oversees design, plan review and construction of all major CCWA capital improvements and additions to the water, sewer, and stormwater piping systems and water and water reclamation treatment facilities; manages consulting and construction procurements and contracts; and coordinates with other departments to assist in completion of planning, assessment, design, and construction projects as needed.
- Oversees major strategic planning initiatives for CCWA including the strategic master plan, asset management, environmental permitting, interdepartmental projects, and watershed management.
- Manages budgeting and procurement activities for the Department including the preparation of the annual operating and capital budget as well as financial planning relative to Strategic Master Plan projects; approves related credit card expenses.
- Communicates with the CCWA Board and public regarding planning, construction; and procurement issue; communicates with CCWA Board regarding approval and status of engineering projects.
- Develops and maintains design and construction specifications and standards; communicates with local, regional, state, and federal regulatory agencies regarding permitting, design, construction, and environmental issues.
- Works on business process improvements, business intelligence implications, organizational assessments, rate studies, and other activities affecting operations.
- Ensures all work activities are in compliance with local, regional, state and federal planning, permitting, and environmental requirements.
- Oversees the development and maintenance of CCWA geographic mapping and information systems.
- Performs other assigned duties.
- Bachelor’s Degree in Civil Engineering or a related field; ten (10) years of related work experience in planning, designing, and constructing water, sewer, and stormwater systems including lead or supervisory experience.; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
- Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position.
- Valid Georgia driver’s license.
