The Central Michigan District Health Department (CMDHD) is a progressive six county district health department in beautiful Central Michigan providing services to Arenac, Clare, Gladwin, Isabella, Osceola, and Roscommon Counties. The area is home to the Saginaw Chippewa Indian Tribal Reservation and Central Michigan University. It is an area with several lakes, parks, and recreational opportunities.

We are seeking a dedicated and experienced Deputy Health Officer
. The Deputy Health Officer reports to the Health Officer and is responsible for implementing and monitoring agency goals as directed by the Board of Health and/or the Health Officer. Will work in close collaboration with Administration. Provides critical leadership in organization and implements processes, policies, and programs to quantify and evaluate outcomes and results, promotes employee recruitment and retention, and promotes continuous quality improvement and performance management.

Establishes and maintains partnership with stakeholders at local, regional, state, and federal level to advocate for public health programs and identify and address population-based health issues and trends. Represents agency and provides leadership to regional and state initiatives to promote public health and shared vision for community action. May serve as the Health Officer in the absence of the Health Officer.

The Deputy Health Officer may also serve as the acting Health officer in their absence. A minimum of five (5) years of progressively responsible experience in public health program management, administration, and leadership, including supervision and project oversight. Masters degree in public health, public administration, health promotion, healthcare administration or related field is preferred. This full-time position offers full benefits, including health/life/dental insurances, 20 vacation and 12 sick days with an additional 3½ paid days of personal time per year, 12 paid holidays, MERS defined contribution retirement plan with up to 10% employer contribution, and flexible scheduling are included.

Starting wage is between $49.86-$52.90 per hour, based on qualifications.

General Summary

Reports to Health Officer and is responsible for implementing and monitoring agency goals as directed by Board of Health and/or Health Officer.   • Assures incorporation of Core Public Health Functions and Ten Essential Public Health Services into agency operations.
  • Assists Health Officer and Board of Health in managing its governance, proceedings, member orientation and continuing education.
  • Oversees community health assessment functions and the development of community health improvement plans.
  • Leads development of agency strategic planning process and implementation of the plan.
  • Assists with development/implementation of agency workforce development plan. Leads the development and implementation of workforce retention strategy.
  • Facilitates policy review on a routine basis.
  • Plans and directs use of relevant data and information to improve organizational processes and performance. Assists with implementation of organizational and system-wide strategies for continuous quality improvement and performance management.
  • Reviews health status assessments of populations and their related determinants of health conducted by agency and other organizations. Determines. community-specific trends from quantitative and qualitative data and identifies appropriate responses.
  • Identifies and defines characteristics of population-based health problems; advocates for and identifies resources to meet community health needs.
