About the Role
A Construction Disbursement Loan Administrator II is responsible for managing a complex commercial construction loan portfolio and reviewing CRE construction due diligence, loan documents and draw packages in accordance with credit policy requirements for risk management, protecting the Bank’s interest through proper documentation and ensuring all approved terms and conditions are properly implemented throughout the administration of the construction loan and the accompanying draws.
Responsibilities- Review and process complex commercial construction loans and draw packages (CRE, multifamily, healthcare, industrial, retail, etc.) according to the organization’s workflow, ensuring regulation, policy and procedures are followed.
- Serve as a subject matter expert in disbursement administration both internally and externally, leading or assisting others in understanding processes, procedures and policies.
- Participate in projects and project teams across departments with intentional collaboration.
- Monitor loans in process, maintain pipeline reports, and participate in team meetings.
- Collect and review required due diligence items.
- Engage and coordinate third‑party consultants for cost reviews and/or site inspections and ensure timely delivery of reports.
- Coordinate receipt of borrower draw request packages, review for accuracy and process funding in accordance with bank guidelines and documented disbursement requirements.
- Act as primary liaison with customers, inspectors and title company representatives during all phases of construction until the project is complete and the construction loan is fully disbursed.
- Review and analyze land surveys, construction contracts, construction schedules, environmental assessments, project cost reviews and building inspection reports to ensure funding is in line with required guidelines.
- Maintain loan and draw files with sufficient documentation for third‑party review and prepare for timely audits.
- Analyze proposed construction budgets to ensure all appropriate project‑related costs and sources of funds are accounted for.
- Analyze the final settlement statement and/or internal disbursement summary to confirm all closing fees are included in the construction budget and that the budget remains in balance throughout the term.
- Reconcile construction draw requests, recommend approval, and obtain all required approvals.
- Review monthly site inspections and title endorsements to assess and mitigate project risks.
- Create and maintain a bank budget for tracking construction draws and interest reserve advances using Excel or a construction loan management system.
- Communicate clearly and openly with customers and internal partners via telephone, email and in person during all phases of the draw process.
- Monitor and manage interest reserve budgets and payments until fully disbursed.
- Other responsibilities as assigned.
- Complete internal controls as part of duty performance and manage compliance with bank regulations and policies.
- H.S. Diploma/GED (required).
- 5+ years of experience in commercial real estate, construction loan administration, or related field, including project management (required).
- 2–4 years of title and escrow experience (preferred).
- Knowledge of title, escrow, survey and loan documentation preparation.
- Knowledge of operational systems, procedures, construction guidelines and services supported by the Bank’s Construction Loan Administration Department.
- Working knowledge of construction industry and construction lending, including multi‑phased construction and multiple collateral properties.
- Excellent organizational and project management skills.
- Excellent computer skills, including Precision, Accu Draw (or similar), PowerPoint, Excel and creating links and fillable PDF documents.
- Technical expertise in construction draw administration functions.
- Knowledge of commercial real estate documentation, accounting, processes, procedures and data systems.
- Excellent customer relations skills.
- Excellent interpersonal, verbal and written communication skills—able to communicate across all levels of the organization.
