Role Overview
We are seeking a dynamic and strategic Senior Manager – Government Projects to lead business development and project design initiatives within the Higher Education ecosystem. The role will focus on acquiring and managing government-funded education projects, developing innovative academic and institutional transformation programs, and designing end-to-end project frameworks aligned with national education priorities.
The ideal candidate will have strong experience in government liaisoning, RFP management, institutional partnerships, and higher education program design.
Key Responsibilities
1. Government Business Development
- Identify and pursue new business opportunities with Central and State Government departments, Ministries, regulatory bodies, and public universities.
- Track tenders, EoIs, RFPs, and government funding opportunities in higher education.
- Lead proposal development including technical and financial bid preparation.
- Build long-term relationships with key stakeholders including Ministry officials, university leadership, regulatory authorities, and project implementation units.
- Drive revenue growth through strategic partnerships and consortium building.
2. Project Conceptualisation & Design
- Design end-to-end higher education projects
- Institutional capacity building programs
- Digital transformation initiatives
- Curriculum reform and outcome-based education frameworks
- Employability and industry-integration models
- Faculty development programs
- Accreditation and quality enhancement projects
- Develop project blueprints, implementation frameworks, timelines, KPIs, and monitoring mechanisms.
- Structure scalable and sustainable program models for universities and government bodies.
3. Stakeholder & Policy Engagement
- Liaise with senior government officials, academic councils, funding agencies, and sector experts.
- Represent the organization in government meetings, policy discussions, and academic forums.
- Provide advisory inputs on education reforms and institutional strengthening.
4. Project Oversight & Governance
- Oversee awarded projects from inception to execution.
- Ensure compliance with contractual, regulatory, and reporting requirements.
- Monitor budgets, deliverables, timelines, and impact outcomes.
- Lead cross-functional teams including academic experts, operations, technology, and finance teams.
5. Strategic Growth & Innovation
- Identify emerging trends in higher education including digital learning, hybrid models, research collaborations, internationalization, and skill integration.
- Develop innovative solutions tailored to government education reform agendas.
- Contribute to long-term organizational strategy in the higher education vertical.
Key Requirements
- Master’s degree in Education, Public Policy, Management, or related field (PhD preferred).
- 12+ years of experience in higher education, government advisory, EdTech, or institutional consulting.
- Proven track record of winning and managing government projects.
- Strong expertise in RFP response, proposal writing, and bid management.
- Experience in designing academic programs, institutional transformation projects, or education reforms.
- Strong understanding of Higher education regulatory landscape (UGC, AICTE, NAAC, NBA, etc.).
- Excellent stakeholder management and negotiation skills.
- Strong financial and project planning acumen.
