Introduction:

We are currently seeking a  proactive and experienced IT Tender Manager  with  proven experience in managing government and public sector tenders  to oversee and execute complex IT procurement processes. This role is key to ensuring our bids meet strict regulatory standards and deliver high value to our clients.

Key Responsibilities:

End-to-End Tender Management:
Lead the entire lifecycle of IT tenders, especially for  government and public sector projects , from opportunity identification to contract award.
Regulatory Compliance:
Ensure all tenders comply with government procurement guidelines, such as  GFR (General Financial Rules) ,  GeM ,  eProcurement platforms , and other applicable statutory frameworks.
Documentation & Submission:
Prepare and manage technical and commercial bid documents in response to  RFPs, RFQs, and EOIs  issued by government agencies.
Liaison with Government Bodies:
Act as a key point of contact between the organization and government departments for clarification, site visits, and pre-bid meetings.

Cross-Functional Collaboration:

Work with legal, finance, IT, and operations teams to ensure all documents and processes align with government procurement norms.
Bid Evaluation & Proposal Development:
Evaluate vendor proposals in accordance with both internal guidelines and government scoring criteria. Develop competitive and compliant bid proposals.
Contract Negotiation:
Negotiate terms, pricing, and service-level agreements in line with public procurement policies.
Post-Award Compliance:
Support post-tender award processes such as signing of contracts, submission of performance guarantees, and compliance reporting.

Qualifications:

Bachelor's degree in  Information Technology ,  Computer Science ,  Business Administration , or related field.
Minimum 5 years of experience  managing IT tenders, with  at least 2–3 years focused on government tenders .
Sound understanding of  public procurement rules ,  GeM portal ,  CPP Portal , and relevant government tendering processes.

Experience with  e-tendering systems , documentation protocols, and handling compliance-related paperwork.
Certifications like  CIPS ,  PMP , or  ITIL  are an advantage.
Familiarity with both technical and commercial aspects of IT bidding for government projects.

Government Tender Expertise:  Deep knowledge of  government bidding norms , bid preparation, pre-qualification criteria, and regulatory requirements.
Tender Management Tools:  Proficiency in  GeM ,  eProcurement portals , and ERP/procurement systems like SAP Ariba.
Proposal Development:  Ability to create compelling, compliant, and competitive bid documents.
Negotiation & Stakeholder Management:  Strong communication and influencing skills, particularly when engaging with public officials.
Documentation & Compliance:  Detail-oriented with expertise in handling legal, financial, and technical documentation for tenders.
Time Management:  Able to manage multiple deadlines and prioritize effectively under pressure.
Analytical Thinking:  Strong analytical capabilities to evaluate tenders, risk factors, and pricing models.
