This position requires a criminal background check. Therefore, you may be required to provide information about your criminal history in order to be considered for this position.

Qualifications

Education and Experience: Bachelor's degree and one year of full-time professional experience in child/adult care program evaluation or administration, care of children/adults, professional education, professional human or social services, or para-professional experience assisting teachers or in child/adult care at a facility licensed or certified by a local, state, or federal government.

Substitution of Experience for

Education:

Full-time experience in any of the above fields may substitute for the required education on a year-for-year basis.

Substitution of Education for

Experience:

Additional graduate course work in Education Administration, Educational or Developmental Psychology, Early Childhood or Elementary Education or any field related to child/adult care may be substituted for the required experience on a year-for-year basis.

Necessary Special Qualifications
  • Complete a criminal history disclosure form in a manner approved by the appointing authority;
  • Submit to a review of the Indicated Persons Registry of the Department of Children's Services;
  • Agree to release all records involving their criminal history to the appointing authority;
  • Supply a fingerprint sample in a manner prescribed by the TBI for a fingerprint based criminal history records check;
  • Submit to a review of their status on the Department of Health's vulnerable persons registry;
  • Possess a valid driver's license as driving is an essential function of the position.
  • Overview

    his classification learns to perform professional child/adult care program evaluation work of average difficulty. An employee in this class learns to partner with child/adult care facilities to maintain adherence with licensure regulations, evaluates quality indicators, investigates complaints against licensed and unlicensed child/adult care facilities, and makes recommendations for issuance, denial, or approval of licensure and quality improvement. This classification performs responsibilities under direct supervision at the learning level.

    This class differs from that of DHS Licensing Consultant 2
    * in that an incumbent of the latter functions at the working level.

    * An applicant appointed to this classification will be reclassified to a DHS Licensing Consultant 2 after successful completion of a mandatory one-year training period; 'unacceptable' or 'needs improvement' performance ratings during the training period will result in an automatic demotion or termination.

    Responsibilities

    ALL LISTED RESPONSIBILITIES WILL BE PERFORMED AT THE LEARNING LEVEL:

  • Conducts monitoring visits to providers to support compliance with rules and monitor quality and documents findings. Serves as a technical advisor and point of contact for assigned providers on questions regarding rules including concerns applications, grants, and rating assessment systemsli>
  • Identifies programs needing improvements and assists the assigned supervisor in coordinating activities with quality partners to facilitate the development of an improvement plan. Monitors improvement plans to continuously ensure the plan is being implemented and offers advanced information and recommendations if modifications are needed.
