Project Overview

The Bloor‑Yonge Capacity Improvements Project is a significant undertaking by the Toronto Transit Commission (TTC) to expand and modernize Bloor‑Yonge station – Canada’s busiest subway hub. This initiative is focused on meeting both current and future ridership needs by improving the station’s efficiency, capacity, and accessibility.

The Kenaidan Murphy Joint Venture (KMJV) is committed to transforming the station to enable faster, more reliable, and more comfortable travel throughout the Greater Toronto Area. The project will deliver upgraded facilities, contributing to a safer, cleaner, and higher‑capacity subway system for passengers.

Commercial Manager – Responsibilities

The Commercial Manager will partner closely with project leadership, design consultants, and subcontractors to provide financial oversight and commercial strategy that drives project success.

  • Assist with the implementation and roll out of project commercial process and procedure mapping specific to the project.
  • Develop, monitor, and manage project budgets, forecasts, and cash flow reporting.
  • Provide oversight on client invoicing and actual cost reconciliation in accordance with the Main Contract conditions, minimizing ineligible costs.
  • Establish and implement processes for change management, risk analysis, and claims avoidance.
  • Manage subcontractor and consultant procurement strategies in alignment with project objectives.
  • Ensure that the outturn costs on the project are monitored on a monthly basis through a detailed bottom‑up resourced and costed forecast.
  • Ensure compliance with contract obligations, company policies, and relevant legislation.
  • Work collaboratively with the project team, client representatives, and design partners to maintain transparency and accountability in all commercial matters.
  • Work closely with design partner to ensure forecasts are accurate, costs are reconciled and payments are made in accordance with their Design Services Agreement.
  • Ensure that the Commercial Team are managing all subcontractor/supplier accounts in accordance with the Procedures from requisition stage through to the signature for payment authorization and final account within the project and in accordance with the relevant Construction Act.
  • Support transition from design phase into construction, ensuring commercial continuity.
Education and Experience
  • Bachelor’s degree in Construction Management, Engineering, or related field.
  • 10+ years of progressive commercial management experience in major infrastructure projects, preferably in rail and transit.
  • Strong knowledge of contract forms used in design‑build or progressive design‑build delivery models.
  • Demonstrated expertise in budget management, forecasting, and risk management.
  • Proven ability to negotiate, administer, and manage contracts with multiple stakeholders.
