Position: Payroll and Accounts Receivable Clerk (Full‑time)
Hours: 8:00 a.m.–5:00 p.m., Monday through Friday.
Final date to receive applications: January 15, 2026.
Compensation begins at $23.50 per hour, with a generous benefits package available after the probationary period.

- Maintain personnel records including accurate I‑9 forms for all employees.
- Assist department managers with the hiring and onboarding process.
- Manage all IDES claims, Workers Compensation Claims, and coordinate staff safety.
- Track Section 3 requirements and prepare annual labor reports required by HUD.
- Oversee payroll processing, including calculation of overtime, on‑call pay, and bi‑weekly payroll to ensure all deductions and taxes are accurate.
- Administer all child support, bankruptcy, and garnishment orders and all leave‑of‑absence policies, including disabilities leaves and FMLA.
- Assist with annual financial audits for JCHA and retirement accounts.
- Calculate monthly retirements for JCHA retirement plans (labor pension, Money Purchase Plan, 457b).
- File monthly Bureau of Labor reports and coordinate with IT contractor on services, troubleshooting issues, and providing end‑user training.
- Maintain HRIS system, update employees’ access to JCHA‑specific databases, Microsoft 365 accounts.
- Perform general accounts‑receivable functions and maintain residents’ accounts for the Authority’s properties.
- Enter resident repayment agreement information, cancel repays, scan related documents, and manage collections and vacated files.
- Process rent roll, bank accounts, deposits, maintenance charges, late fees, and security‑deposit refunds.
- Prepare resident files for non‑payment eviction proceedings and work with attorneys and the Executive Director.
- Enter and monitor recurring credits for building managers, complete quarterly write‑off reports, backup Accounts Manager, and maintain miscellaneous records.
- Respond to emails, messages, and phone calls; perform other related duties as assigned.
- Contribute to a positive work environment; display positivity to applicants, HCV recipients, and residents.
- Proficient computer skills and ability to learn Housing Authority software systems.
- Knowledge of Fair Housing, Illinois State Landlord/Tenant laws, and HUD regulations.
- Strong clerical skills, record‑keeping, report preparation, filing, and records management.
- Work independently, multitask, and maintain reliable attendance.
- Use tact, discretion, initiative, and independent judgment within guidelines.
- Apply logical thinking to solve problems and communicate complicated policies.
- Maintain professional appearance, demeanor, and confidentiality of personal information.
- Build ethical, cooperative relationships; self‑motivated with excellent interpersonal skills.
- Adhere to standard accounting methods, procedures, forms, and records.
Physical Requirements
- Deadlines may cause stress.
- Remain stationary for prolonged periods.
- Move occasionally to access file cabinets and office machinery.
- Constantly operate computer and office machinery such as calculator, copy machine, printer.
- Communicate frequently with third parties regarding files, exchanging accurate information.
- High school diploma or equivalent.
- Three plus (3+) years of experience in accounts receivable, payroll, or similar.
- Experience in human resources is a plus.
- Experience with accounting, budgeting, HRIS, or statistical software preferred.
- Currently hold an Illinois driver’s license with an insurable driving record, or obtain one within 90 days of hire.
- Pass post‑offer credit check, drug and alcohol test (where required), physical exam, and background check.
