Senior Non-Key Expert – Administrative & Financial Reform
NTU International A/S is leading a consortium for the proposal preparation of the EU-funded project called: “Egypt Downtown Facility.”
The overall objective of this assignment is to enhance the effectiveness, coherence and visibility of the Strategic and Comprehensive Partnership between the European Union and the Arab Republic of Egypt by providing rapid, flexible and high-quality technical assistance in support of jointly agreed bilateral cooperation priorities. This objective will contribute to strengthened policy dialogue, improved programme implementation and reinforced institutional capacities of Egyptian partner entities involved in EU-funded actions.
In this context, we are seeking a highly qualified Senior Non-Key Expert – Administrative & Financial Reform to support technical assistance assignments related to public administration and public financial management reform, institutional diagnostics, administrative modernisation, organisational development, and institutional capacity building.
Qualifications and Skills- Master’s degree in public administration, public finance, economics, accounting, management
, or a related field. - English: C1 level
. - Arabic: C1 level

- At least 7 years of relevant professional experience
. - Experience in public administration and/or public financial management reform.
- Experience conducting administrative, financial and organisational diagnostics.
- Experience developing competency frameworks, reform action plans, procedures or institutional improvement roadmaps.
- Experience supporting administrative modernisation within ministries or other public-sector institutions.
