Project: Dhofar Beach Resort LLC – Five Star Resort Development
Employment Type: Full-time
Role OverviewThe Quantity Surveyor (QS) will be responsible for managing all contractual, commercial, and cost-related aspects of the Dhofar Beach Resort project. This role ensures financial efficiency, compliance with contractual obligations, and effective coordination between contractors, consultants, and internal departments.
Key Responsibilities- Conduct pre- and post-tender surveys.
- Prepare tender documents, including bills of quantities.
- Evaluate bids from subcontractors and suppliers.
- Negotiate prices, issue purchase orders, and manage contracts.
- Engage in value engineering exercises to optimize project cost-effectiveness.
- Prepare final accounts, reconcile actual costs against budgets, and ensure contractual obligations are met.
- Contractual & Commercial Management
- Monitor and ensure timely submission of contractual correspondence, claims, measurements, and valuations.
- Attend contractual and commercial meetings with clients and subcontractors.
- Prepare commercial reports for inclusion in monthly progress reports.
- Claims Management
- Review and prepare detailed reports on extension of time claims and prolongation costs.
- Ensure sufficient notices are raised to facilitate successful negotiations on time-related claims.
- Coordinate with project teams for timely site measurements.
- Prepare and submit monthly progress applications for payment.
- Follow up with clients for payment certificates.
- Certify subcontractor payment bills in line with Principles of Measurement International (POMI).
- Identify queries/discrepancies in tender documents.
- Escalate issues to reporting authority for onward transmission to client/consultant.
- Communicate findings to Sales & Marketing when relevant.
- Variations & Additional Works
- Analyze variation scope from project teams.
- Prepare cost breakdowns with substantiations for client approval.
- Evaluate and finalize subcontractor variations in line with contracts and specifications.
- Coordination & Support
- Liaise with suppliers and subcontractors, negotiate prices, and prepare LOIs/subcontract agreements.
- Coordinate with accounts department to prepare billing reports.
- Assist the Contracts Department in all aspects of project delivery.
- Bachelor’s degree in Quantity Surveying, Civil Engineering, or related discipline.
- Minimum 10 years of QS experience in large-scale construction or hospitality projects.
- Proficiency in tendering, procurement, and contract administration.
- Excellent negotiation, analytical, and communication skills.
- Strong command of English (Arabic proficiency is an advantage).
- Ability to work collaboratively with contractors, consultants, and internal teams.
