Regulatory Compliance Specialist, Contracts Manager, Program / Project Manager
Overview
We are seeking a highly professional and experienced Commercial Contracts Specialist for our CCGT power plant construction project. The successful candidate will be responsible for the end‑to‑end management of EPC and subcontracts, focusing on upstream/downstream settlements, strategic claims management against the Employer, and ensuring local compliance and ICV.
Key Responsibilities- Manage the full lifecycle of the EPC Main Contract and all non‑Chinese subcontracts.
- Oversee subcontract tendering, evaluation, and award processes for international vendors.
- Ensure all project activities comply with contract terms and local regulations.
- Lead the identification, preparation, and negotiation of upstream claims against the Employer.
- Defend the company against counter‑claims from both the Employer and subcontractors.
- Maintain a robust contemporaneous record system to support claim positions and entitlement.
- Manage upstream settlement with the Employer, including progress payments and final account negotiations.
- Oversee downstream settlement with subcontractors, ensuring accurate measurement and cost control.
- Review and verify Quantity Take‑off (QTO) based on construction drawings and site progress.
- Draft and manage all strategic commercial correspondence with the Employer and subcontractors.
- Ensure all notices and letters are issued within contractual time frames to protect the company’s legal rights.
- Develop and implement In‑Country Value (ICV) plans to meet local regulatory and contractual requirements.
- Monitor and report on ICV achievement throughout the project lifecycle.
- Lead or support negotiations regarding contract variations, price adjustments, and final settlements.
Minimum 8–10 years of commercial/contract management experience in large‑scale Power Plant (specifically CCGT/EPC) or Infrastructure projects.
EducationBachelor’s degree.
KnowledgeDeep understanding of FIDIC suits of contracts (Silver/Yellow Book) and international construction law.
Skills- Expertise in Quantity Surveying and measurement.
- Strong strategic drafting skills for complex commercial letters.
- Proven track record in successful claims management against high‑profile Employers.
Native or professional proficiency in English. Previous experience working with Chinese EPC contractors is highly preferred.
