We are seeking a dedicated and experienced Safety Officer to join our Construction / Infrastructure project team in Oman. The successful candidate will be responsible for implementing, monitoring, and enforcing Health, Safety, and Environment (HSE) policies and procedures across all project activities. This role is critical to ensuring a safe working environment that complies with Oman's regulatory framework, client requirements, and international best practices.
Key Responsibilities- HSE Implementation
- Develop and enforce HSE plans, procedures, and work instructions on-site
- Conduct daily site inspections and safety walks to identify hazards
- Ensure all activities comply with Oman OSHA regulations and ISO 45001
- Monitor permit‑to‑work (PTW) systems and safe systems of work
- Coordinate job hazard analyses (JHA/THA) before critical activities
- Incident Management
- Report, investigate, and document all incidents, near‑misses, and unsafe acts
- Conduct root cause analysis (RCA) and implement corrective actions (CAPA)
- Maintain accurate HSE records and statistics
- Prepare incident reports for client and regulatory submission
- Training & Awareness
- Deliver HSE inductions to workers, subcontractors, and visitors
- Organise toolbox talks (TBT), safety briefings, and emergency drills
- Promote a positive safety culture through visible leadership
- Documentation & Reporting
- Maintain up-to-date inspection reports, training registers, and incident logs
- Prepare daily, weekly, and monthly HSE performance reports
- Support third‑party and client HSE audits and inspections
- Emergency Preparedness
- Maintain the project's Emergency Response Plan (ERP)
- Inspect and maintain emergency equipment (fire extinguishers, first‑aid kits, PPE)
- Coordinate evacuation drills and review response readiness
- Subcontractor Compliance
- Monitor subcontractor HSE performance and ensure project safety compliance
- Review method statements and risk assessments prior to mobilisation
