Job Overview

We are seeking an experienced Planning Manager to join an Oil & Gas, EPC, and construction organization based at its head office in Muscat, Oman. The position is suited to professionals with 15-20 years of proven experience in Oil & Gas, EPC, heavy construction, mechanical, fabrication, or piping environments, with strong expertise in project planning and controls.

The Planning Manager will be responsible for developing and managing baseline and Level 3/4 schedules, monitoring project progress, analyzing critical paths, managing resources, and producing executive project reports. The role requires close coordination across Engineering, Procurement, Construction, Commissioning, QA/QC, and HSE functions to identify potential bottlenecks and maintain project milestones.

Key Responsibilities
  • Develop and manage project baseline schedules.
  • Prepare and maintain Level 3 and Level 4 project schedules.
  • Develop look-ahead schedules and monitor project progress.
  • Track project performance across all project phases.
  • Conduct critical path analysis and identify schedule risks.
  • Manage resource loading for manpower and equipment.
  • Develop and analyze S-curves and project histograms.
  • Prepare executive-level project progress reports.
  • Coordinate with Engineering, Procurement, Construction, Commissioning, QA/QC, and HSE teams.
  • Identify potential project bottlenecks and develop mitigation strategies.
  • Lead schedule risk assessments.
  • Conduct delay analysis and support project schedule recovery.
  • Develop catch-up and recovery plans where required.
  • Support Extension of Time (EOT) claims and contractual schedule analysis.
  • Facilitate client and consultant progress meetings.
  • Monitor contractual milestones and ensure project schedule alignment.
  • Apply Earned Value Management principles to project performance monitoring.
  • Support contractual claim analysis and project controls activities.
Requirements & Qualifications
  • Bachelor's Degree in Mechanical Engineering is essential
    .
  • 15-20 years of proven experience in Oil & Gas, EPC, heavy construction, mechanical, fabrication, or piping environments.
  • Strong experience in project planning and project controls.
  • Advanced hands-on proficiency in Primavera P6 is mandatory
    .
  • Strong knowledge of MS Excel and MS Project.
  • Deep understanding of construction sequencing.
  • Strong knowledge of piping and mechanical fabrication activities.
  • Experience with Earned Value Management.
  • Experience with contractual claim analysis.
  • Strong knowledge of critical path analysis, schedule risk, delay analysis, and recovery planning.
  • Strong communication and stakeholder-management skills.
  • Ability to coordinate effectively with clients, consultants, contractors, and multidisciplinary project teams.
