HSSE Leadership, Governance and Management System
Provide visible leadership and direction to promote a strong and proactive HSSE culture across the minesite.
- Support senior management in integrating HSSE considerations into operational planning and decision‑making.
- Promote and enforce the company’s Stop Work Authority, ensuring employees and contractors have the authority to stop unsafe work.
- Participate in senior management meetings to provide HSSE guidance on operational risks and strategic decisions.
- Lead the development, implementation, and continuous improvement of the site HSE Management System (HSEMS) in alignment with company and corporate requirements.
- Lead HSSE management review processes in accordance with ISO 45001 and ISO 14001 standards.
- Monitor, evaluate, and report on the performance of the HSE Management System including incidents, non‑conformances, audit findings, and regulatory compliance.
- Maintain and periodically review the site Risk Register to ensure operational risks are identified, assessed, and effectively controlled.
- Lead structured root cause analyses for incidents, near misses, and high‑risk events to identify corrective and preventive actions.
- Ensure Standard Operating Procedures (SOPs), Safe Work Instructions (SWIs), and Method Statements effectively support mining and processing activities including drilling and blasting, load and haul, crushing, processing, maintenance, laboratory, and support services.
- Facilitate and verify task‑based risk assessments (JSA/JHA) for high‑risk activities such as blasting, confined space entry, working at height, lifting operations, and hot work.
- Conduct regular workplace inspections across operational areas including pit, waste dumps, haul roads, workshops, processing plant, tailings facilities, fuel farms, and camp facilities.
- Liaise with suppliers and service providers for the inspection, calibration, and maintenance of HSE equipment including gas detection systems, PPE, environmental monitoring equipment, and emergency response systems.
- Establish and maintain a contractor HSSE management framework including contractor pre‑qualification, onboarding, monitoring, and performance evaluation.
- Ensure contractors comply with company HSSE standards, procedures, and regulatory requirements.
- Conduct contractor HSSE audits and inspections to verify compliance with contractual safety obligations.
- Monitor contractor safety performance and ensure timely closure of corrective actions.
- Monitor HSSE performance indicators including leading and lagging indicators.
- Track key performance metrics including LTIFR, TRIFR, near‑miss reporting, safety observations, audit performance, and corrective action closure.
- Analyse incident trends and provide recommendations to reduce operational risks.
- Provide regular HSSE performance reports and recommendations to site leadership and corporate management.
- NEBOSH International Diploma in Occupational Health & Safety (or equivalent) is required.
- ISO 45001 and ISO 14001 Lead Auditor certifications are strongly preferred.
- Certification in incident investigation (if applicable).
- Bachelor of Science in Occupational Safety, Health, and Environment.
- Minimum 10 years of experience in HSE management, with at least 3 years in a senior or supervisory HSE leadership position within heavy industry (mining, quarrying, construction, oil & gas, or similar high‑risk operations).
- Proven experience in establishing and developing HSE teams, systems, and site‑based safety culture during project development, construction, commissioning, or operational start‑up phases is an advantage.
- Demonstrated experience in implementing and maintaining HSE Management Systems aligned with Omani legal requirements, including Ministry of Labour regulations and Environmental Authority compliance obligations.
- Experience liaising with Omani regulatory authorities and supporting site inspections, audits, and reporting requirements.
- Strong experience in contractor HSE management within multi‑contractor environments.
- Practical experience in incident investigation, risk assessment, and emergency response coordination in operational environments.
- Competent in health and safety documentation management, including preparation of procedures, risk registers, reports, regulatory submissions, and audit documentation.
- Experience coordinating or overseeing site security operations, including management of security contractors, access control systems, and asset protection in industrial or remote site environments is an advantage.
