Job Summary
The Operations Lead is responsible for overseeing and ensuring the effective execution of operations activities under the VP of Operations. This includes leading processes related to expansion studies & optimizations, metering validation, gas sales/purchase agreement, gas operations & settlement, capacity booking, emergency management, and system development. Acting as a Senior Matter Expert, the Operations Lead ensures alignment with contractual terms, regulatory compliance, and operational excellence to meet end-user demand and optimize gas supply requirements.
This role also involves team coaching and fostering collaboration between internal and external stakeholders.
- Lead gas operations, including data validation, capacity booking, nominations, balancing, and settlement activities.
- Ensure accurate gas accounting, invoicing, budget alignment, and cash flow management.
- Resolve operational discrepancies, drive process improvements, and support team development.
- Lead technical and commercial assessments of network expansion projects with the TSO, including capacity, tariffs, CAPEX, and implementation plans.
- Conduct studies to optimize gas monetization, utilization, and value creation across the gas value chain.
- Lead preparation of contract datasheets and annual gas nominations with the TSO, suppliers, and end‑users.
- Ensure compliance with the Transportation Code, Gas Supply Agreements, and customer requirements.
- Oversee system mass balance reconciliations and validation of metered and invoiced quantities.
- Lead metering discrepancy investigations, dispute resolution, and approval of mismeasurement reports.
- Participate in metering verification and calibration activities.
- Evaluate new gas applications, considering technical requirements, economic impact, and energy transition objectives.
- Conduct due diligence, support gas allocation decisions, and facilitate execution of NGSAs.
- Support negotiation and execution of gas sale/purchase agreements with end‑users and suppliers.
- Lead commercial discussions on pricing, escalation mechanisms, gas quality, and supply profiles.
- Oversee gas settlement, invoicing, nominations, capacity management, and imbalance resolution.
- Monitor contractual compliance, manage stakeholder communications, and enhance operational reporting and controls.
- Lead stakeholder coordination during emergencies and implement risk mitigation measures.
- Develop and maintain emergency response and gas curtailment plans in collaboration with the TSO.
- Bachelor's degree in engineering.
- Master's degree in engineering, economics/ business or econometrics with above average academic grades (preferred).
- 10+ years of relevant experience, including at least 5 years in engineering and natural gas operation.
- Deep understanding of Oman's gas network system, gas regulatory framework, and sector operations.
- Experience in the gas business includes gas conditioning, processing, transportation, extraction, fractioning, and liquification.
- Experience in engineering work including feasibility, concept engineering and FEED.
- Relevant experience in network operations considering factors such as product type, quantity, destination, and transportation mode.
- Expertise in monitoring performance metrics, data validation, cash flow analysis, and stakeholder coordination.
- Proven ability to lead cross‑functional teams and drive operational excellence in a complex regulatory environment.
