Estimation And Proposal Engineer; Electrical And Instrumentation

Responsible for E I work during Engineering and estimation stage. Review bid RFQ documents for material requisition including but not limited to client project specifications, scope of supply, data sheets, P IDs, drawings, client requirements to prepare the BOM and required documentation for engineering and during estimation for submission of commercial technical package.

• Carry out estimation work (e.g. materials take-off for various electrical and instrumentation items).
• Estimate for E I works.
• Attend client pre/post tender meetings as required, including site visits.
• Obtain techno-commercial offers for raw material prices from suppliers/vendors directly as per approved vendor list; review suppliers' offers and ensure compliance with client project specifications at bidding and detailed engineering stage.
• Review supplier offers including cables, cable glands, control panel, JB, data acquisition system, gauges, transmitters, flow meters, analyzers, instrument tubing, actuators, etc.
• Create data sheets for various electrical and instrumentation items for purchasing purposes.
• Assist 3D modeler for cable tray routing, instrument tubing routing, etc.
• Prepare single line diagram, hookup diagrams, cable schedule, etc.
• Coordinate with other department heads to obtain a more realistic estimate and from ERP sales department to compare with similar projects completed.
• Review all offers prices of materials, equipment suppliers, and sub-contractors.
• During tender stage, review and select the most competitive offer from those provided by the UES purchasing department from approved suppliers and sub-contractors and ensure it conforms to technical specifications.
• Finalize and summarize the required estimation costing and prepare draft proposal as per available templates.
• Submit estimation to the Engineering Proposal Manager for review and costing along with preliminary draft technical commercial proposal.
• Assist the Engineering Proposal Manager in compiling Bid Package for submission to client including all required accompanying documents.
• Review contracts for newly awarded projects; carry out technical commercial contract review of contract documents (e.g. PO with its accompanying documents such as project specs and drawings) to ensure alignment and check for variations.
• Prepare quotation for Electrical and Instrumentation works for metering skids.

• Bachelor’s degree in Electronics and Instrumentation engineering with minimum 8-10 years of experience in Oil & Gas, Manufacturing industry.
• Minimum 5-6 years experience with Skids manufacturing company.
• Knowledge of international codes like ASME, ANSI, SHELL DEP, PDO Spec & API, ETEX, IEEX, etc.
• Electrical and Instrumentation works for various process skids such as separator, injection skids, GDU, conditioning skids, dosing skids, etc.
• Must have knowledge of reading fabrication drawings and estimating man hours.
• Skills on extracting bills of materials from GA, P&IDs and summarizing cost estimate.
• Knowledge of methods and procedures relating to fabrication, inspection, testing and painting.
• Understanding of P&IDs, PEFS for entire skid packages and experience in electrical / instrumentation items.
• Project planning and execution experience.
• Familiarity with ISO
  9001 procedures.
• Knowledge of mechanical designs and AutoCAD drafting practice is an added advantage.
